Road Maintenance kick-offs in Luuka amid outcry to formulate bylaws for sugarcane trucks

LUUKA, UGANDA: Luuka district local government has started road maintenance to make roads passable to all road users. The project has started with a 4km Kyanuma-Kalyowa road which will cost 20.14 million Uganda shillings.

While launching road works at Kyanvuma Church of Uganda in Kyanvuma Town council, the Resident District Commissioner Luuka district, Ms Rosemary Byabasheija who was the chief guest commended the government of Uganda for providing necessary tools for road maintenance in the district.

”President Museveni has brought services nearer to you by giving you a Town council, he has given you all tools for road maintenance among others tractors and fuel,” Ms Byabasheija said.

She also urged the district Engineer, Mr Musisi Rajab to avoid shoddy work but aim at showing value for the Taxpayer’s money.

”You have received everything it takes to do a good job, so strive hard to fulfill. We don’t want shoddy work but we want to see that the Taxpayer’s money is put to right use,” Ms Byabasheija emphasized adding that the government is also committed to sending money to develop the Town Councils.

The district Chairperson, Wakaze Simon promised to first prioritize working on roads which are in a sorry state.

”We are starting with roads which are impassable as we prepare to cover all roads in the district which are in a sorry state and entitled to us as the district,” Wakaze said.

Mr Wakaze however, faulted government led by President Yoweri Museveni for not considering Luuka district in terms of good roads. He said that Luuka district has since voted for National Resistance Movement [NRM] but they haven’t yet tasted any tarmac road.

”We have for long been voting for President Museveni and NRM but it’s unfortunate that we don’t even have a tarmac road in the district,” Wakaze complained.

Speaking to Daily Express, the secretary for works Luuka district, Namutamba Resty said that sugarcane loaders who do it along most roads have also damaged roads in the district since the wastes left after loading locks the drainages and water overflow hence washing away the good roads.

”The district has started road maintenance but we want to forewarn all sugarcane people who load along the way to stop it since it has contributed to serious damaging of our roads, you keep on blocking the drainage systems with sugarcane residues which eventually damages the roads,” Namutamba Said adding that they will develop bylaws to sugarcane trucks such that they will have a gazetted area for loading and pay some money.

This money according to Ms Namutamba, will be used to pay some people who will be cleaning the loading sites. Ms Namutamba also blamed sugarcane lorries which damages some roads as they are overloaded beyond the standard of district-made roads.

Rogers Ntogona, a resident of Luuka town council welcomed the commencement of Road maintenance and says that they are simplifying the transportation of goods in search for good Markets.

”People have been suffering from transportation of their goods but when the road maintenance is done, they will safely reach better Markets,” Ntogona said.

This has come at a time when government of Uganda has since promised to construct a standard Iganga-Luuka-Kamuli road as tarmac.

The district woman Member of Parliament, Hon Esther Mbayo Mbulakubuza recently confirmed that the road was already put in design.
