JUST IN: Bars, Concerts allowed to operate, Curfew lifted in phased reopening of economy

RWAKITURA, UGANDA: President Museveni has directed that bars, music concerts, stadiums and cinemas will be allowed to operate again in January as the country moves towards full reopening of the economy in 2022.

In a televised address on Friday, December 31, 2021, at his country home in Rwakitura, Mr. Museveni in his new year message said bars and concerts will be reopened for performing arts two weeks after the reopening of the schools. He said schools will fully reopen for all learners on Monday, January 10, 2021.

This would imply that bars, concerts, and other public gatherings will be fully reopened from January 24, 2021, but was quick to add that, these will have to operate under full observance of the Standard Operating Procedures (SoPs).

Mr. Museveni also directed that curfew will be uplifted for all persons, except the boda boda riders, who he said will have to still observe the 7pm – 6am curfew until further notice. The curfew, he said, will also take effect two weeks after the reopening of schools.

Public Transport (Boba bodas, buses and taxis) have also opened fully (wear masks, full vaccination of the public service and the travelers, sanitizing, etc).

“The transport sector which has been operating at 50% shall open fully with observation of SOPs such as wearing masks,” said Museveni.
“Proof of full vaccination by travelers will be required. Students above 18 years should be vaccinated before returning to school,” he emphasized.

The President, however, said the directives will still have to be reversed should the covid-19 situation in the country worsen as a result of the economy reopening.

“Some of these measures will be reversed if the daily rate of severe and infections reach 30% of two or more facilities with such patients,” Museveni says.

He said details of reopening other sectors of the economy will be communicated by the respective ministries later on.

“Ministry of education and sports and that of Health will give detailed plans on how to reoperate in the country.”
“You as a person should be answerable for the safety of your life. If for instance you are among the elderly, why do you travel?” Museveni added.
