Msgr Xavier Mpanga elected Caretaker of Kasana-Luweero Diocese

Msgr. Mpanga, who has been the Diocesan Vicar General will now steer the Kasana – Luwero Diocese until the Pontiff appoints a new Bishop to head the diocese.

LUWERO, UGANDA: Msgr Francis Xavier Mpanga has been elected the new Diocesan Administrator of the Kasana – Luwero Diocese after His Grace Bishop Paul Ssemogerere was elevated to be the Archbishop of Kampala Archdiocese.

The development was confirmed by the Kasana-Luweero Diocese Chancellor Rev. Fr. Cyril Kasigwa in a message sent to the Diocesan Staff Association on Saturday evening.

Msgr. Mpanga, who has been the Diocesan Vicar General will now steer the Kasana – Luwero Diocese until the Pontiff appoints a new Bishop to head the diocese.

During the installation of His Grace Paul Ssemogerere as the new Archbishop of Kampala Archdiocese at Lubaga Cathedral on Tuesday, the Papal Nuncio Luigi Bianco said that Kasana-Luweero Diocesan Board of Consultors would elect the Diocesan Administrator to fill the gap left in the Diocese after the changes.

Now, Fr. Kasigwa reveals that the Board of Consulters sat on Friday, January 28, 2022, and elected Msgr Mpanga for the role. Msgr Mpanga has been the Vicar General of Kasana-Luweero diocese since March 2020, a role he was appointed to after the retirement of Msgr Mathias Kanyerezi.

According to Code 421(1) of the Canon Law, a college of consultors within the diocese must elect a diocesan administrator within eight days from receiving notice of the vacancy of an episcopal seat.

For a priest to be a Diocesan Administrator, he must be at least 35 years of age and has not already been elected, appointed, or presented for the same vacant seat.
