KAMPALA, UGANDA: President Yoweri Museveni, the commander in chief of the armed forces has appointed Brig Felix Kulayigye as the new UPDF and Ministry of Defence spokesperson, DailyExpress can confirm.
“Brig Gen Felix Kulayigye has been appointed Defence Spokesperson, replacing Brig Gen Flavia Byekwaso currently attending National Defence College Uganda. We welcome back Gen Kulayigye to the Office of Defence Spokesperson,” a statement from Lt Col Ronald Kakurungu who has been serving in the acting capacity said.
Kulayigye replaces Brig Flavia Byekwaso was earlier this year was sent to the National Defence College for a one year course.
Brig Kulayigye returns for a second stint as UPDF and Ministry of Defence spokesperson, having served in the same position between 2005 and 2013.
Born in 1964, in Masaka, Felix Kulayigye holds a Bachelor of Arts in Education and a Master of Arts in Economic Policy and Planning both from Makerere University.
Kulayigye joined the army in 1989 after completing his first university degree and served as a commander in the war against Joseph Kony’s Lord’s Resistance Army(LRA) rebel group in Northern Uganda.
The decorated Brigadier General has also in the past served under the Presidential Protection Unit which later metamorphosed to the Special Forces Command(SFC) in the UPDF but also served as the army’s Chief Political Commissar.
In 2016, he was elected as a UPDF representative in the 10th parliament. In February 2019, he was promoted from the rank of Colonel to Brigadier.
