KAMPALA, UGANDA: The Speaker of Parliament, Rt. Hon. Anita Among announced that Parliament passed a resolution on Tuesday to remember the Late Hon. Jacob Oulanyah on March 23 every year.

On this day, the speaker says parliament will always hold a Jacob Oulanyah memorial lecture, in honour of the great work of the late former speaker to the August House.

In the Tuesday special session, the parliament also passed a resolution that MPs contribute 554 million shillings towards the Jacob Oulanyah Education Trust Fund, a foundation formed to support the late’s dependants.

Among revealed this in her speech to the mourners at the Oulanyah State funeral at Kololo Independence Grounds on Wednesday saying the shs1m contribution from each MP will be deposited on the Foundation’s Bank account under the custody of Chief Justice, Alphonse Owiny Dollo.

“Yesterday, as Parliament of Uganda, we paid tribute to Rt Hon Jacob Oulanyah. We made a resolution to promote the legacy of Jacob Oulanyah and agreed to contribute 554 million shillings to the Jacob Oulanyah Foundation,” Among said.

Chief Justice Alphonse Owiny Dollo while addressing mourners at the same function vowed to ensure that Oulanyah’s orphans will continue with their education until they reach their highest level of achievement.

“Our vow we who Jacob Oulanyah meant everything, is that his children will continue with their education where they are. They will continue to the end of their highest level of achievement. We will pay back Oulanyah through his children,” he said.

“Let us pull our resources together [for Oulanyah’s children’s education]. That is when we will prove what we say about Jacob Oulanyah. It’s my vow that Oulanyah’s children will not suffer,” he added.

To console the mourners, the Chief Justice said that in Acholi where he and Oulanyah hail, someone with children does not die, because their children step into their shoes and execute their parent’s mantles.

“Jacob did not die because he left children behind. Because of this, we set up a Foundation, Jacob Oulanyah Education Trust Fund to ensure it’s not the end of his children,” said Owiny Dollo.

Oulanyah’s body will on Wednesday arrive at his ancestral home in Omoro District in Northern Uganda where he will be laid to rest on Friday.
