Army Generals Sejusa, Kayihura to retire this year

KAMPALA, UGANDA: Former Inspector General of Police Gen. Edward Kale Kayihura and ex-CMI chief, Gen David Sejusa are reportedly set to retire from the Uganda People’s Defence Forces (UPDF) this year according to highly placed sources in the army.

Also among the generals on the retirement list is former security minister Elly Tumwine and the current Permanent Secretary at the Ministry of Internal Affairs Joseph Musanyufu, among others.

According to the source, the retirement of the top generals who served in the 1980 LRA war precedes an expected major promotion of senior UPDF officers in the coming weeks with a big transition of army leadership from aged generals to the youths.

“Gen Sejusa, Gen Kayihura, Gen Elly Tumwine, Lt Gen Joseph Musanyufu, and Lt Col John Bizimana, the current registrar of the Army Court Martial, are on the tentative list,” a source affirmed on Tuesday.

When contacted about the development, Army spokeperson, Brig Felix Kulayigye, confirmed the report saying: “it’s true in July 2022, some officers will retire, but why do you want to unpack a list of July [now]? you wait until the list is officially released.”

Intelligent sources further revealed that Gen Museveni reportedly directed UPDF leadership through the Ministry of Defence to work with Finance ministry bureaucrats and ensure retirement packages are available by exit date.

Some of the generals lined up for retirement were supposed to retire in 2019, but the army’s Commissions and Promotions Board decided to delay the retirement process, citing a raft of reasons, including the fact that some were still representing the institution in Parliament while others, the UPDF declined to retire them, for ‘political’ reasons.

It is estimated that by the end of 2023, the army would have retired over 2,000 officers.
