Internal affairs minister recommends promotion of top bugisu police bosses

Among the officers promoted included Dr. Rubanza, a well-respected Elgon police surgeon, and Mr. Wesley Nganizi, a very amiable and intelligent commander in charge of the Elgon region.

President Museveni acting on recommendations of Major General Kahinda Otafiire who is also the minister of internal affairs recently thanked and promoted bugisu top police bosses to various ranks.

Among the officers promoted included Dr. Rubanza, a well-respected Elgon police surgeon, and Mr. Wesley Nganizi, a very amiable and intelligent commander in charge of the Elgon region.

Promotion in the Uganda police force is based on merit, discipline, education and execution of core roles of the force, and Mr Rubanza had performed his duties exceedingly well a thing that may have prompted the minister to recommend him for promotion to the president, Mr Rubanza was visibly everywhere responding to accident victims from floods to road accidents.

During the covid 19 days he was a regular voice on many radio stations in bugisu advising local governments in the East on how to combat the covid_19 a message that was well imbibed and millions of citizens were saved. He was rated active in police medical response and quick in responding to his core roles as a police doctor and for his 20+ years in the police force he has never broken any police code of conduct, something that impressed the police Authority team to recommend him for promotion to the head of state where a rank of Assistant Commissioner was conferred upon him by the president recently.

Many of his close pals in the region like Rcc of Mbale Mr Ahamada Washaki, former chairman Lcv Bududa Mr Wilson Watira, and senior presidential advisor on bugisu affairs Mr Benard Mujasi agree unanimously that Dr Rubanza,s elevation to commissioner of police is well deserved.

Mr Mujasi says “Having worked for almost 20 years as chairman Mbale DLG, I found Rubanza subservient to authority, obedient and above all a very down to earth person, a view shared by senior superintendent of police, Agnes Apolot who says her eyes have been on him and truly he is indeed down to earth a view re _echoed by Mark Odong of Uganda police.

Bugisu region is planning to throw a mini-bash for these officers to thank the president for recognizing them for serving bugisu diligently. Mr Rubanza has lived in Mbale right from around 1996 and hails from Kisoro district.

While Hon john baptist Nambeshe former chairman Lc v Bududa DLG and now opposition chief whip says Rubanza has impressed everyone in the region. Kigai Wamoto a former Rdc Napak says to me Rubanza is more than a brother and we pray for more promotions, he is more of bugisu than kisoro a view shared by many bamasaaba around town

Dr Rubanza and ACP Wesley Nganizi were jointly promoted to Assistant commissioners of police recently having served as senior superintendents of police for a considerable period ,if such police ranks are equated to military ranks these officers are now above the ranks of brigadiers according to one security expert who disregarded being put on record ,others that were promoted by the president included Mr Fred Enanga police spokesperson to senior commissioner among others ,all this young officers in their late 40s and with the right training to take force to another level

Those who have closely followed the workings of ACP Nganizi say he is good on command roles and an architecture of community policing an idea that has helped to tone down on crime in bugisu region and Uganda in general as per police statistics on crime rates. Many dwellers in the region including the wanainchi and the affluent ones are happy with the RPC’s effort on crime elimination.

The police authority is established under section 8 of the police Act cap 303 and under section 8 ( b)the role of the authority is to recommend to the president appointment of IGP and deputy IGp and also under section 8 (c) to recommend to the president senior officers due for promotion especially above the rank of assistant superintendent of police ,the authority is chaired by minister of internal affairs ,the Attorney General is a member too, and other members including the inspector General of police among others.
