KAMPALA, UGANDA: A Police officer who was arrested for shooting dead a businessman in Namugongo in Wakiso District has been remanded to Luzira Prison.
It is alleged that on August 13 this year, Lamech Owor, an Assistant Superintendent of Police – ASP shot Bryan Ssebyala a businessman of Nsawo Zone, Namugongo in Wakiso, following a disagreement over a minor car accident.
The Magistrates Court at Kira in Wakiso District before Grade One Magistrate Ivan Sseguya remanded Owor until October 6 this year pending further investigations.
Owor, a former traffic officer at Mukono Police was attached to Kawempe Police Station as an ICT officer in charge of CCTV camera.
State Attorney Kate Basuuta told court that investigations are almost complete and asked for more 3 weeks to enable the Police conclude its inquiries. She said that the case file shall be complete at the next court sitting for the suspect to be committed to the High Court for trial.
According to the charge sheet, in the month of August this year, Owor shot dead a one Ssebyala.
Court records indicate that on August 13 this year at night, the victim Ssebyala Bryan, parked his car, a VISTA Silver Grey, registration UAK398D, while waiting for a friend. A few moments after, his car was knocked by the driver of a Premio, Silver in colour, registration number UBE 179F, who was later established, to be ASP Owori, a resident of Kito “B” Kirinya, Wakiso district.
A Police statement indicates that the accident resulted into a disagreement which led to the blatant shooting and killing of Ssebyala.
The Police said that the suspect drove off to his home where he was arrested from and his car was impounded and found with a scratch on the front part of his motor vehicle, passenger side, which had an impact with the victim’s car.
In addition, the police pistol was also recovered and exhibited with only 13 rounds. One bullet was missing, but the cartridge was recovered, from inside the suspect’s motor vehicle and exhibited.
