Museveni appoints six new KCCA directors

The appointment comes barely two weeks after COSASE quizzed officials from KCCA over failure to utilise funds that had been allocated to hire health workers and teachers who were urgently needed in city health facilities and schools.

KAMPALA, UGANDA: President Yoweri Museveni has appointed six new directors and their deputies to head different departments of the Kampala Capital City Authority (KCCA).

A source close to the Authority told this publication that Ms Musoke Kabogoza, the head of Public Service Commission has already completed the recruitment process of the new directors and their deputies waiting for official confirmation from the Executive Director, Ms Dorothy Kisaka.

The new directors and their deputies according to the source are expected to occupy the directorates of Engineering and Technical Services, Treasury Services, and Gender and Community Services, among others. These will take on their new responsibilities after going through the due process.

The new appointments comes barely two weeks after Parliament’s Committee on Commissions, Statutory Authority and Enterprises (Cosase) quizzed officials from KCCA over failure to utilise funds that had been allocated to hire health workers and teachers who were urgently needed in city health facilities and schools.

KCCA had been put at fault for returning funds amounting to sh13.5b to the consolidated fund in the financial year 2021-22 without recruiting workers. However, Ms Kisaka explained that recruitment is a function of the commissions and that the health workers are recruited by the Health Service Commission, while the recruitment of teachers is a function of the Education Service Commission. The team said the recruitment process was delayed because of the COVID-19 pandemic.

The appointees whose details are yet to be officially disclosed are expected to commence their duties after due process.

This publication has also further learnt that the process for recruitment of staff at lower levels is ongoing although the source did not divulge which posts are to be filled in the process.
