Rukiga roads rehabilitation stalls after contractor disappears

The RDC Rukiga, Mr Fred Nayebare Kyamuzigita said that the contractor dug a deep and big trench where to install the culvert and left it open which he said has turned into a security threat to the people.

RUKIGA, UGANDA: Rehabilitation and installation of a box culvert on a 3-kilometre Rushekyera-Nyarubisi road in Kitanga Parish of Kashambya Sub County, Rukiga District has stalled following the disappearance of the contractor.

This was established Friday during the monitoring mission by the Minister of State for Economic monitoring in the office of President Beatrice Akello.

The contractor, Moha Construction Limited was hired by the Ministry of Agriculture, Animal Industry and Fisheries under the Agriculture Cluster Development Project (ACDP) at the tune of 1.074 billion shillings and the construction works began in 2021, with a project completion date being March this year.

The Acting Rukiga District Engineer Deogratius Mutabazi and the District chairperson Robert Mbabazi Kawerere said that the contractor has abandoned the work since February this year when they last had the site meeting.

Mbabazi and Mutabazi said that they in December last year petitioned the office of the minister of state for Agriculture Lt. Col (Rtd) Bright Rwamirama for a quick intervention but all in vain.

The RDC Rukiga, Mr Fred Nayebare Kyamuzigita said that the contractor dug a deep and big trench where to install the culvert and left it open which he said has turned into a security threat to the people.

When called on the phone by Akello, the project supervisor from the Agriculture Cluster Development Project Francis Waziroba said that he was not aware of the slow works at the site but promised to engage the contractor to resume work.

Minister Akello wondered why the contractor can personally extend his contract without the knowledge of the district leadership and the supervisors hence ordering the state house anti-corruption unit to investigate and ascertain what she called the impunity by the contractor.
