KAMPALA, UGANDA: In this analysis of the 2022-2023 Financial Year salary structure, we bring you Uganda’s highly-paid government employees taking home a monthly salary of over shs 17m, an amount which millions of Ugandans cannot even manage to earn annually.
The list which only focuses on civil servants does not include even cabinet ministers, MPs and executive directors of departments and government agencies, some of whom earn even more.
According to the public service salary structure for the Financial Year ended by June 2023, the Inspector General of Government (IGG) Beti Olive Namisango Kamya Turwomwe leads as the most-paid public servant.
Every month, Kamya, a former minister and opposition presidential candidate, smiles at the bank for her Shs37m every month or about Shs 450m every year!
The Auditor General, Mr John Muwanga follows with Shs 36.1m every month while Kamya’s deputy Patricia Achan takes home shs32m.
Below is the full list of highly-paid govt employees for FY 2022/23.
- Inspector General of Government (IGG) – Shs 37 million
- Auditor General – Shs 36.1 million
- Deputy Inspector General of Government (D-1GG) – Shs 32 million
- Chief Justice – Shs 26.5 million
- Deputy Chief Justice – Shs 25 million
- Principal Judge – Shs 24 million
- Justice of the Supreme Court – Shs 23.5 million
- Justice of the Court of Appeal – Shs 23 million
- Director of Public Prosecutions (DPP) – Shs 22.5 million
- Judge of the High Court – Shs 22.5 million
- Executive Director (Aviation/Presidential Crew) – Shs 22.5 million
- Chief Engineer (Aviation) – Shs 21.6 million
- Chief Pilot – Shs 21.6 million
- Chairperson of National Commission – Shs 21.2 million
- Captain (Aviation) – Shs 20.25 million
- Chief Registrar (Judiciary) – Shs 20 million
- Deputy Chairperson of Government National Commission – Shs 20 million
- Deputy Director of Public Prosecutions (D-DPP) – Shs 20 million
- Ugandan Pilot – Shs 20 million
- Vice Chancellor of a Public University – Shs 20 million

Meanwhile, a number of government employees who got a salary enhancement, such as secondary school science teachers, have not received their increased pay for about two months.
