CPA Josephine Ossiya elected first ever female ICPAU President

CPA Josephine Okui Ossiya who was most recently reappointed to the Bank of Uganda Board has been elected as the first female president of ICPAU (Institute of Certified Public Accountants of Uganda.

KAMPALA, UGANDA: CPA Josephine Okui Ossiya who was most recently reappointed to the Bank of Uganda Board has been elected as the first female president of ICPAU (Institute of Certified Public Accountants of Uganda.

Ms Ossiya takes over from the outgoing President CPA Constant Othieno Mayende and will serve as the new President for two years (2023 to 2025).

In the other elections held on Friday, July 7, CPA Ronald Mutumba was voted to be Ossiya’s deputy as the vice president, while Eng Steven Serunjogi is the Ministerial Appointee representing the Accountants at the Ministry of Finance.

The president and vice president were elected from amongst the Council members during the inaugural Council meeting on 7 July 2023 for the term 2023 – 2025, in accordance with the Accountants Act, 2013.

Below is the full list of the new ICPAU Executive Council

  1. CPA Josephine Okui Okwakol Ossiya: President
  2. CPA Ronald Mutumba: Vice President
  3. CPA Gloria Tuhaise Wakooba: Member
  4. CPA Prof. Laura Aseru Orobia: Member
  5. CPA Hon. James Nathan Nandala Mafabi: Member
  6. CPA Dr. Albert Richards Otete: Member
  7. CPA Timothy David Ediomu: Member
  8. Eng. Steven Serunjogi: Ministerial Appointee
  9. CPA Stephen Ojiambo: Accountant General’s Representative
  10. CPA Edward Akol: Auditor General’s Representative
  11. Ms Elizabeth Kateme: Representative of Higher Education Officer, Ministry of Education & Sports.

The Council is the governing body of the Institute, and is composed as follows:

  1. Seven (7) members elected by full members of ICPAU: At least three (3) of the seven (7) must be women, and at least five (5) of the seven (7) must be practising accountants.  
  2. A Ministerial Appointee by the Minister for Finance, from a recognised professional or regulatory Body.
  3. Three (3) ex-officio members, namely:

            i. The Accountant General
            ii. The Auditor General
            iii. The Officer responsible for higher education in the Ministry of Education

In his remarks as the outgoing President, CPA Constant Othieno Mayende appreciated the outgoing Council for their diligent service to the Institute, Profession and the Country.

“I thank the members of ICPAU for the support rendered to the Institute in various ways. I extend a vote of thanks to the outgoing Council for the duty well accomplished, since 2021 and I congratulate the incoming council members upon being elected into office,” remarked CPA Mayende.


The Institute of Certified Public Accountants of Uganda (ICPAU) is the National Professional Accountancy body. The Institute boats of over 3,000 registered members and more than 8,000 active students going through the Institute’s examinations scheme at various levels of completion.
