Adjumani, (UG): The interdicted Assistant District Health Officer in Adjumani District Mr Manga Godfrey Ilemaiya has written to the Chief Administrative Officer (CAO) Mr Oryono Grandfield Omonda to urgently have his indefinite interdiction lifted.
Through his legal representative, a prominent human rights lawyer Mr. Nicholas Opiyo of Chapter Four Uganda, the CAO has been directed to immediately lift the interdiction and fully reinstate him or else face legal action.
“The notice of intention to sue dated November 1, 2023, partly reads; Our client has notified us that on August 30, 2023, you indefinitely interdicted him from office effective September 1, 2023, for issuing unspecified media statement”
“Upon perusal of the said letter, we observed that; the interdiction letter does not provide the particulars of the alleged media statements that form the basis of our client’s alleged misconduct and he was not given the opportunity to respond to the allegations which would form the basis for disciplinary action which contradicts the provisions of sections (F-r) and (F-s) of the Uganda public service standing Order,2021.
In the notice, Mr Oryono has been granted 5 working days to file a response or else legal action will be instituted against him without further notice.
The CAO in his interdiction letter accused the deputy DHO Mr Manga Godfrey of issuing several media statements which is an act of misconduct and contravenes section (F-r)4-5(b), (d) and (h)among others of the public service standing Orders.
When contacted on Tuesday, November 14, Mr Oryono told DailyExpress that the DHO Mr. Manga is at liberty to seek legal redress through legal representatives but that is not a justification for his innocence since he has an array of scientific pieces of evidence to pin him in court.
He said the decision to have Mr Manga Godfrey interdicted is long overdue because he has for so long been commenting on official matters on social media when the district has a designated spokesperson.
“Am prepared to face Mr. Manga Godfrey in court since he chose the path of legal battle, otherwise his matter is still before the District Service Commission and in my considered opinion, I will not file a reply to the notice of intention to sue from his lawyer,” Adjumani CAO Mr Oryono stated.
