JINJA: LC1 Chairperson, Teacher arrested over aggravated defilement

Jinja, (UG): The Territorial Police in Kiira Region are investigating two separate cases of aggravated defilement involving a village chairperson and a school teacher in Buwenge Town Council, Jinja District.

Godfrey Babalanda, aged 45, the LC1 chairperson of Kagada village in Buwenge is accused of defiling his 15-year-old daughter in an unfortunate incident that reportedly happened on a verandah at his house.

The Spokesperson for Kiira Regional Police, SP James Mubi confirmed Babalanda’s arrest who now faces charges of aggravated defilement and will be arraigned in court.

“He [Babalanda] allegedly defiled his daughter aged 15 and broke her virginity at night at the verandah of his house recently. He has been apprehended and charged with aggravated defilement by virtue that he’s a parent and in the position of authority as LC1 chairperson,” SP Mubi said.

In a related development, Waiswa Eram Nseko, 20, a teacher and a resident of Kyerinda in Buwenge Town Council is under police custody for allegedly defiling a 14-year-old primary six pupil, and later confining her for about 4 days while engaging in further sexual activities.

Waiswa a purported teacher at Blended Junior School located in Kyerinda committed the offence between November 25, and November 28 after seducing the victim with a chapati and confining her before defiling the minor.

“It’s alleged that on November 25, 2023, during Busoga One radio activation bicycle riding competition held at Kagoma primary school, Waiswa bought a chapati for the 14-year-old primary six pupil and forcedly took her to his house in Kyerinda and wrongfully confined her from November 25 to November 28, 2023, after repeatedly and unlawfully having sexual intercourse with the minor,” SP Mubi said in a Tuesday police statement.

After the unfortunate ordeal, Mubi says the suspect gave the pupil transport of 2,000= and went back home, but she was spotted by her auntie.

“..the information was disclosed leading to the arrest and detention of the suspect. He is being charged with aggravated defilement as his HIV status is yet to be established,” stated Mubi.

DailyExpress has exclusively established that Waiswa Eram Nseko is not a professional teacher but a senior four dropout with zero qualifications and not meant to teach pupils, based on the requirements of a teacher.

Meanwhile, on December 12, 2023, the office of the DPP with support from UN Women organized a one-day open event to sensitive members of the public on the role of the DPP’s office towards successful prosecution of sexual gender-based violence cases against women and young girls in Jinja in commemoration of the 16 days of activism against GBV.

Following the engagement, the regional police have since committed themselves to work with the DPP’s office in fighting for justice for all victims of sexual gender-based violence (SGBV) against women and girls.

SP Mubi rallied the community to do their part of reporting such cases to authorities in time and strictly avoid concealing information from police regarding SGBV cases.

He warned the public against unlawful financial settlements of SGBV cases citing that anyone culpable will be arrested and charged accordingly with conspiracy to defeat justice, conspiracy to commit a felony and other related cases.
