Gashumba blasts Mawanda, others over PLU disciplinary summons

Kampala, (UG):- The Patriotic League of Uganda (PLU) National Vice Chairman in Central Buganda, Mr Frank Gashumba has in a two-page letter responded to the summons issued by Mr Micheal Mawanda, the group’s Disciplinary Chairperson over the former’s social media conduct.

Mr Mawanda who along with Gashumba both sit on PLU’s National Executive Council (NEC) on Monday summoned the latter to explain over a post he posted on X (formerly Twitter) which the group perceived as a “public attack” its Chairman and Chief of Defence Forces, Gen Muhoozi Kainerugaba.

“I am writing to inform you that you are required to attend a disciplinary hearing at 1500 hours on Wednesday, 29th May 2024 at the PLU Secretariat, Plot 7 Saddler Lane, Naguru,” the letter addressed to Gashumba read on Monday.

However, barely a day later, Mr Gashumba on Tuesday fired back at Mawanda saying the manner in which he was summarily summoned to appear before the disciplinary committee’ speaks volumes about the level of disrespect and total disregard he has towards him.

“How could you assume that I have no schedule, no responsibilities at all, for you to think you can wake up and demand that I appear before you immediately today like I’m just there totally without any schedule or things to do!? Mark you, I am not a government employee like you who earns 30m and beyond per month,” Mr Gashumba wondered.

“Secondly, it is interesting that when I reported to the disciplinary committee a number of times the unbecoming conduct of people like Asaph Nahurira and others (including a time when the Chairman himself referred Nahurira’s issues to you) how come you never acted, was it because Nahurira is your henchman? So, it seems the disciplinary committee has been sleeping only to be woken up by a mere tweet that raised concerns about the security fears of Ugandans!” he further wondered.

Gashumba, who is widely known for his political controversy said he was shocked that Mawanda, who purports to be a leader, is more preoccupied with the fact that he spoke out about the security threats posed by criminal gangs terrorising Ugandans, instead of being concerned about the problem of urban criminality and insecurity facing Ugandans!

Defending his innocence from the summons, Gashumba further noted that his post was addressed to the leadership of the entire security apparatus and not to the leadership of PLU and that if he was to be summoned for disciplinary proceedings, it should have been the CDF or IGP to summon him.

“What basis do you have to summon me, is PLU a security agency that would summon me to clarify about a statement I made about national security!?” he asked

“I have no confidence in the disciplinary committee because going by all your biased comments on our PLU CEC WhatsApp group, you have already turned yourselves into the complainants, the prosecutors, the judge and the executioner. I therefore expect no justice from biased people like you and those under your influence.”

Gashumba clarified that the reason he is in PLU is “solely because of Gem Muhoozi Kainerugaba” and that he is aware of the internal fights against him from Mawanda and Daudi Kabanda, both NEC leaders of the group.

“I am aware that you and Daudi Kabanda have tons and tons of hatred against me. Since you are busy summoning me, when are you summoning your friend (a Minister) who embarrassed PLU mobilizers when he stole rice and meat at an event when General Muhoozi Kainerugaba visited Masaka? How can a so-called “Hon Minister” (a person of such title) turn himself into a mere petty thief of rice and meat meant for feeding peasants at a public gathering? Prayers alone cannot save this country,” Gashumba bitterly wrote.

“By the way, tell us, when will you appear before CID for corruption and theft of cooperatives’ money meant for compensation of poor people to the tune of Ugx 164bn?” he further asked.

The controversial post

In his controversial post behind all this saga, Gashumba blasted security chiefs in the country over the continued criminality against innocent Ugandans, urging them to resign from their positions if they can’t protect people and their belongings

“If you cannot protect Ugandans with their properties, simply resign. Every day we see social media clips of Ugandans being assaulted, robbed and even murdered by gangs on the streets of Kampala and several testimonial reports and recordings on different categories of young females, and males, traumatized by the thuggery (sic) even in broad daylight,” Gashumba wrote over the weekend.

“We as Ugandans, are wondering why they pay you people’s salaries. You are paid to protect lives and properties. If these gangs have overpowered you, you don’t qualify to wear our uniforms…If UPDF can pacify Somalia, South Sudan and some parts of Congo how can it fail to wipe out these broad daylight thugs,” he added.

According to Mr Mawanda, Gashumba’s words and actions damaged the reputation of PLU’s nascent organisation and its leadership.
