Bumbo SS Board, Education Officers, clash over transfer of Deputy Headteacher

The Board of Governors (BOG) of Bumbo S.S in Namisindwa District of Bugisu Sub-region, Eastern Uganda, have rejected Mr Wamono Vincent as the new deputy headteacher, defying instructions from the Permanent Secretary (PS) of the Ministry of Education and Sports (MoE).

In a letter written to Mr Wamono, through the Commissioner Government Secondary Education titled, “Transfer of teaching Staff 2023 (RE/MT)”, the PS Mr Richard Enyomu, informed him that, “In the interest of service, it has been decided to transfer you from Namisindwa S.S, Namisindwa District to Bumbo S.S, Namisindwa District with immediate effect”.

The letter which was copied to the Chairperson, Board of Governors (BOG), requested the board to accord the necessary support in the execution of the Deputy’s duties.

However, in a turn of events, the school board refused to accept Wamono as their new Deputy headteacher saying, “They are not willing to work with him nor allow him at Bumbo S.S and request that he is redeployed elsewhere to allow an acceptable Deputy Headteacher to be posted at school, who will partner with the management and administration to develop it”.

In the letter dated 27th February 2024, written to P.S by the Chairperson Board, Nanongo David Wakoko, seeking her intervention in the matter and considering their request to redeploy Wamono after the Assistant Commissioner of Secondary Education rejected their request.

Mr Nanongo wrote, “Attention is drawn to a letter was written to Commissioner Secondary Education on 21st November 2023 protesting the deployment of Wamono Vincent to Bumbo S.S and the reply from Assistant Commissioner Mr Musingo Moses Macha to Board rejecting the BOG request”.

“The BOG is highly aware of Wamono Vincent’s disruptive behaviour, character and confusion in causing chaos in schools as cradled in his previous schools of Kimaluli S.S, Wabwala S.S and Namisindwa S.S leaving them collapsed”, he further lamented.

Meanwhile, the Church of Uganda, the founding body of the Bumbo S.S., has weighed in on the Board against rejecting Mr. Wamono because he has not worked with them and they have not yet built any history or evidence about him on the way he executes his duties.

According to the Diocesan Education Coordinator, Kamuli Boaz, dated 28th May 2024, for about six (6) months Wamono has been barred from working, the school, parents and learners have kept missing his services and yet the government continues to pay him a salary. In the eyes of other stakeholders, this will paint a bad name about the BOG and the foundation body”.

“The continued refusal of Wamono to teach will be misinterpreted by opportunists and import a picture such nuances of religion that can easily depict religious conflict and hate”, he added.

The Education Coordinator guided the chairperson to lead members to accept to work with Wamono Vincent and play his cardinal role as overseer of school activities and from time to time get reports from the headteacher about school performance.

He was also asked to convene a meeting and communicate to members the mind of the Diocese and communicate their actions in regard to the affair immediately.
