Excessive charges can have consequences – Ogwang to Ngariam school heads

Katakwi, (UG):- The Minister of State for Sports Hon Peter Ogwang has cautioned school heads in Ngariam Sub County – Katakwi District to desist from levying extra charges on parents as this can have dire consequences if caught in the wrong.

“Schools, beware! Levying excessive extra charges on parents can lead to government intervention; excessive charging can attract unwanted attention from regulatory bodies, leading to scrutiny & potential penalties,” Min Ogwang warned.

Ogwang also advised the headteachers to “always try and apply best practices provided for in the MoE&S guidelines.” Among the best practices according to the minister include being transparent, keeping fees reasonable, offering alternatives, and prioritising inclusivity. 

“Education is a key in our country and it should be accessible & inclusive. Avoid excessive charging to maintain a positive relationship with parents and uphold your school’s reputation,” Hon Ogwang reiterated.

The Minister cited a recent scenario where the Anti-Graft Unit together with Uganda Police on Wednesday arraigned Mr Herbert Musasizi, the Headteacher, of Kebisoni Integrated Primary School, and seven members of the PTA Executive committee before the Magistrates Court in Rukungiri District.

The accused were charged with levying charges on UPE pupils and sending away defaulters from school under the Education Act 13, 2008 sec 9, Prohibition of Charging for Education in UPE and UPPET.
