Butaleja, (UG):- The newly appointed Resident District Commissioner (RDC) for Butaleja District, Nalongo Eva Kwesiga has laid down stringent directives for the two Assistant RDCs, Richard Kasozi and Jimmy Nambiro, a move that comes in response to growing concerns about their conduct and influence on local governance.
Ms Kwesiga, who was transferred from Kalangala to Butaleja after previously serving in neighbouring Kibuku, emphasized the critical need for the Assistant RDCs to adhere to a strict code of conduct, particularly when engaging with the media.
During her address at a recent handover ceremony, Ms Kwesiga directed Deputy Resident District Commissioner Betty Magunda to oversee the messaging of the Assistant RDCs, ensuring that their statements during radio talk shows and press interactions align with government policy.
This directive was partly motivated by recent allegations that the Assistant RDCs were inciting locals against elected officials, jeopardizing educational efforts, and publicly challenging the authority of their supervisors.
Among the stakeholders present were prominent local leaders, including LC V Chairperson Higenyi Michael Borry, Bunyole East MP Yusuf Mutembuli, and Bunyole West MP Mutiwa Geoffrey Eric, who all voiced their concerns regarding the Assistant RDCs’ behaviour.
Borry specifically called for a public apology from the Assistant RDCs for their disparaging remarks about him in the media, which he characterized as “malicious.”
MP Mutembuli reiterated the importance of collaboration in achieving effective service delivery, expressing disappointment over the Assistant RDCs’ recent statements on a Mbale-based radio station, where they claimed their only accountability was to the President. This assertion, he argued, undermined local governance and the democratic process.
In response to these issues, Kwesiga outlined a framework for the Assistant RDCs to follow. She stressed the importance of field visits, thorough reporting, and collaboration with the Chief Administrative Officer to ensure that the Assistant RDCs are well-informed about government programs and the current state of the district.
As the new RDC implements her directives, the community will be watching closely to see how these changes impact local leadership dynamics and service delivery in the district.
