Frank Rusa Nyakaana appointed interim KCCA Executive Director

Kampala, (UG):- Frank Rusa Nyakaana, the Director of Legal Affairs at Kampala Capital City Authority (KCCA), has been appointed the Acting Executive Director following the dismissal of Dorothy Kisaka, the Office of the President announced on Thursday.

Nyakaana was appointed in the acting position alongside two other appointees; Mr Nowera Robert, the Authority’s current Director of Revenue Collection who temporarily takes on the position of Deputy Executive Director and Ms Sarah Zalwango Karem as Director of Public Health.

The other two replace former Deputy ED Eng Luyimbazi David and Director Public Health Dr Daniel Okello who together with Kisaka were dismissed after the IGG Report cited negligence that led to the Kiteezi landfill which claimed the lives of over 30 people.

The assignments according to Hajj Yunus Kakande, take immediate effect and will see the appointees hold positions until substantive office holders are named by the Appointing Authority, the presidency said in a September 25 letter.

“The appointment is subject to the constitution of Uganda,” reads a September 25 letter signed off by Deputy Head of Public Service Deborah Katuramu, received by the office of the city mayor on September 26.

Before joining KCCA, Nyakana was previously head of the Secretariat of the Inter-Party Organization for Dialogue (IPOD) under which political parties in Parliament are supposed to closely cooperate under the support of donor agencies interested in Uganda’s governance issues.

As KCCA acting ED, Rusa’s responsibilities will include overseeing the delivery of quality services within Uganda’s capital, promoting order and trade in the city, managing public funds of the Authority and providing technical advisory to KCCA, per the KCCA Act 2011.  

The Appointing Authority is expected to announce substantive appointments by the end of 2024. In his address to journalists on Thursday, the State Minister for Kampala, Kabuye Kyofatogabye said that the ministry had already proposed names for the Authority’s top job in light of the President’s directive.

“The directive by President Museveni asking the Ministry of KCCA to propose names of people to take over as Executive Director of KCCA has already been fulfilled because we have already sent him names and we are waiting for his guidance and response,” the Minister remarked, without disclosing the names of the proposed candidates for the job.

“Don’t ask me for the name, you will be witches. You will all see the person because they are among the people we have, and they are Ugandans and we hope the person will do a good job. We handed in three names, we didn’t need a long list,” he said.

Kyofa’s remarks came hours after Kampala minister Minsa Kabanda called off all KCCA council meetings, along with related sessions saying it would be inappropriate to hold the council meetings when the office of the Executive Director has not been fully constituted.
