Makerere university inducts Elgon College’s guild council-elect with Administrative law skills

Mbale, (UG):- Makerere University Mbale centre at the invitation of the management of  Elgon Technical College Saturday concluded a one-day training in areas of administrative law to the guild council members of the Sironko-based school

The invitation to induct the Guild council elect of Elgon Technical college on the Governance structure and the necessity of administrative law skills in their councils was extended by the college’s top leadership led by the college principal Engineer Moses Ebong 

The Guild council elect were taken through the varous aspects of administrative law ranging from their  constitution and the stracture of the Guild council, their roles, ,enabling laws that authorize them to enact the Guild constitution particularly the universities and other tertiary Act 2001.

 The relevance of principles of natural justice in solving administrative wrangles whenever they emerge and aspects of white collar crimes and above all the knowledge of the Anti-corruption Act 2009 and not limited to qualities of a fair legal system.

Other aspects of the law highlighted inculded ensuring that the Guild council exercise power that they are clothed with and refrain  from amending and re-amending the constitution to stay around when their term of office clocks up.

 The University’s Mbale study centre Mr Steven Masiga facilitated the session in areas of administrative law and challenged the guild council to always consult their constitutions and other relevant pieces of legislation that ushered them into office so that they don’t veer off into strikes and heaping other unnecessary demands on administration of the college.

Mr Masiga further encouraged administrators and learners to stick to principles of fair hearing lifting  the examples of Adam and Eva in the Bible whom  God knew what he  had done but in the interest of fairness.

“God inquired from Adam what was going on, why is he in hiding and Adam responded by saying ,my Lord am naked, of course God knew all this before even asking but in the interest of fair hearing he had to hear from the sinners instead of condemning them unheard. Therefore the principle of audio alteram partem is important as it enables ,the accused to be heard and give their side of the story,” Mr Masiga noted

He thanked management of Elgon Technical college for the conducive learning environment that has seen many engineers graduate  .

The College principal Engineer Moses Ebong and his deputy Engineer Martin Washibuku encouraged the Guild council to always consult administration whenever they were in any challenging situation.

Other speakers at the event included Mr Moses Mataki the records and quality assurance officer ,Mr Sebutta Christopher the College Accountant and the  institutional public relations officer officer Mr Nabatya Abasis.

Mr Freeman, the Guild president elect who spoke on behalf of the Guild council pledged to make good use of the administrative law skills gained. He thanked the management of the college for training his fellow council members in administrative law as they assume office, with this skills in law we are good to go he said, this training is the first of it’s kind and I thank management for organizing this training.

Makerere University Mbale centre has trained many students in administrative law inculde various District education officers, RDCs and District council members in areas of administrative law. The institution is a government centre established by Makerere University under the College of education and external studies as one stop centre for all University programs.
