Kabaka commends Buganda Land Board for effectively managing disputed Kaazi land

Wakiso, (UG):- The Kabaka of Buganda, His Majesty Ronald Muwenda Mutebi II Tuesday paid a courtesy visit on the 125-acre-land owned by the kingdom in Kaazi, Wakiso District purposely to check on the activities being done on the land and how to solve the disputes arising on it.

Accompanied by Mr Denis Bugaya, the Buganda Land Board spokesperson, Mr Ssejjengo Baker (Buganda Youth Minister), Joseph Kayemba (Head Communications BLB) and Mr Ashraf Kizito, the executive secretary of the Uganda Scouts and Girl Guides Association, Kabaka thanked the Board for tirelessly cancelling fraudulent land titles that had been issued by encroachers on the land which has helped maintain its ownership under the Kingdom.

The Kabaka further urged the Land board to strengthen efforts to protect the Kingdom’s land by engaging with the squatters who are currently occupying the land.

In his remarks, Mr Bugaya, who is also a legal expert with the BLB cautioned the existing squatters who illegally obtained fraudulent titles on the land to seek clarification with the board with their documents, or else they face a forceful eviction.

“We continue to urge everyone occupying this land (for the scouts), that the titles they obtained were cancelled out, and therefore they should come to the Kingdom board with legality documents to be helped out,” he said. “This land is not for sale, it is for the Kingdom,” Bugaya warned.

The development comes just weeks after the Commissioner of Lands Registration, Mr Baker Mugaino, revoked 11 illegal land titles that had been fraudulently issued on the disputed land.

About Kaazi land

The disputed land, located in Kyadondo Block 273, Plot 5, is part of the 350-square-mile area known as Olusukulwa Kabaka (Kabaka’s plantation).

The land which has for years served as Uganda’s national scouts’ camping site was granted to the scouts body by the late Kabaka Daudi Chwa II for their camping activities.

However, documents that this website has seen, indicate that after several years, a section of leaders at the Uganda Scouts Association obtained a substitute certificate of title with the assistance of certain ULC officials before subdividing and sub-leasing part of the land to two companies: M/s Serena Heights Kaazi Ventures and M/s Sky and Lakes Limited. These companies subsequently began parcelling out the land for commercial and residential purposes.

The sub-leases to these companies were reportedly endorsed by all members of the Scouts’ association leadership and witnessed by officials from the then Scouts Board of Trustees, save for one listed witness, Lucy Nakyobe, who did not sign the document.
