Open Letter to President Museveni about Mogas Fuel Reservoir Safety Concerns

By Edgar Kugonza Barigye

Dear His Excellency President Yoweri Kaguta Museveni,
As Uganda grapples with the aftermath of the devastating fuel tank accidents, I urge you to revisit the long-standing concerns surrounding the fuel reservoirs on Jinja Road, specifically the Mogas Fuel Reservoir.

The Mogas Fuel Reservoir was established in 1968, with the purpose of serving as a strategic fuel storage facility to support the country’s economic growth. At the time of its establishment, the reservoir was situated in a relatively isolated area, far from residential and commercial centers.

However, over the years, the surrounding area has undergone significant transformation. What was once a remote location is now a bustling hub of activity, with numerous residential and commercial developments, including the vibrant Kyambogo University community. This drastic change has significantly increased the risk posed by the fuel reservoir to the nearby population.

Mr. President, I’m reminded of the tragic loss of life and property in Kiteezi, where authorities were initially unyielding to concerns. I implore you to avoid a repeat of such devastation. The Kiteezi incident serves as a stark reminder of the importance of heeding warnings and taking preventive measures.

The current situation is alarming, with the nearby business community, students, and residents potentially exposed to catastrophic consequences in the event of an accident. As such, I strongly recommend that your administration takes immediate action to mitigate these risks.

To achieve this, I suggest that your administration conducts a thorough safety audit of the Mogas Fuel Reservoir, engages with local stakeholders, including Kyambogo University and nearby business owners, develops and implements robust emergency response plans, and considers relocation or upgrade options to ensure compliance with modern safety standards.

Your leadership has been instrumental in driving economic growth and development in Uganda. I urge you to extend this vision to prioritizing the safety and security of our citizens. By doing so, you will not only safeguard lives but also reinforce the trust and confidence that Ugandans have in your administration.

I eagerly await your response and action on this critical matter.

Sincerely,
Edgar Barigye Kugonza
