Kampala, (UG):- The Uganda Public Service Commission (PSC) has released a shortlist of 12 candidates selected for further scrutiny for the Kampala Capital City Authority (KCCA) Executive Director position.
The list, made public on the PSC website on Thursday, saw former NSSF boss, Richard Byarugaba, former Vision Group Boss Robert Kabushenga, and acting ED, Frank Rusa, who were among the top contenders for the job all dropped out for different reasons.
Similarly, the 12 shortlisted candidates who will now undergo a series of competence and aptitude exams as part of the recruitment process, include among others a popular name, Mr Sydney Asubo, the former Financial Intelligence Authority (FIA), who now leads the race for the job.
Asubo, an expert in anti-financial crime and a proponent of good governance currently serves as the general counsel for Grundstein Consult Ltd and has previously worked as an advisor for the Uganda Anti-Money Laundering/Combating the Financing of Terrorism National Task Force.
Observers say Asubo’s experience in managing financial oversight and compliance makes him one of the standout candidates.
Gabriel Richard Atama, who has previously served as the Chief Administrative Officer for Tororo district, as well as in the same role for Serere and Kalangala districts is also another candidate on the released list.
The shortlist also features Godfrey Kaima, Benon Kigenyi, Swizin Mugyema, Godfrey Kisekka, Rogers Matte, and Emmy Ejuku, along with former Adjumani and Moyo CAO, Mr Grandfield Omonda Oryono, Ronald Kiberu, and Joses Kachetero.
Sharifah Buzeki, a human resources practitioner and the commissioner responsible for Human Resource Management at the Ministry of Public Service is the only woman in the race shortlisted for the top KCCA job.

Additionally, the PSC also released a shortlist for the Deputy Executive Director position, a list which features 19 candidates, including former FIA boss Asubo, shortlisted twice for ED and Deputy ED positions.
Other notable candidates shortlisted for Deputy ED are Adwek Makmot Jimmy, Ajer Basil, Irumba Richard, Karuhanga Bernadette Nambi, and Kawesi Daniel Christopher.

The position of KCCA is a pivotal role responsible for overseeing the city’s administrative functions and ensuring efficient service delivery to Kampala’s residents.
The next Executive Director will be tasked with addressing these urgent challenges, alongside tackling broader issues like urban planning, public transportation, and waste management in a city with over four million residents.
More than 40 individuals had applied for the position of Executive Director of Kampala Capital City Authority (KCCA), following the recent dismissal of Dorothy Kisaka in the wake of the Kiteezi landfill tragedy.
