Luweero, (UG):- Bugema University, a Seventh-day Adventist Church affiliated varsity has installed Dr. Dalton Elijah Ssegawa as the first layperson to serve as Chairman of its Administrative Council.
The ceremony, held Friday, 22nd November 2024, at the university’s main campus in Luwero, was a momentous occasion, fulfilling a crucial requirement by the National Council for Higher Education (NCHE) for the separation of powers between the Board of Trustees and the Board of Governors.
Dr Ssegawa was formally conferred with the instruments of power, including the university charter, strategic plan, and the Bible signifying the formal transfer of leadership responsibility to his powers to now lead the university’s governance structure.
Professor Mary J.N. Okwakol, Executive Director of the Uganda National Council for Higher Education (UNCHE) in her commissioning speech, commended Bugema University for its commitment to quality education and urged Dr Ssegawa to steer the institution toward new heights, emphasizing the importance of maintaining high standards of academic excellence.
Prof Okwakol also highlighted the significance of the separation of governance powers, which is in line with NCHE’s requirements for institutional accountability and transparency.
On his part, Professor Israel Kafeero, the Vice Chancellor urged Dr Ssegawa to revitalize the university’s agricultural programs, which have historically been a cornerstone of Bugema’s educational offerings.
“We look forward to seeing how you will help reinvigorate our agricultural programs, as they are central to the vision of this institution,” Kafeero said.

Dr. Dalton Ssegawa, an alumnus of Bugema University, brings a wealth of experience from his career as an educator and administrator.
His journey spans several prestigious institutions, including Kisi Kenya, Katikamu SDA Secondary School, Nkumba University, Baraton University, and the Uganda National Council for Higher Education. He currently serves as the Director of Maryland Schools in Entebbe.
Dr. Ssegawa’s appointment signals a fresh direction for the university, particularly in enhancing academic and administrative efficiency while ensuring the university’s growth in alignment with national educational policies.
The installation of Dr. Ssegawa follows a week of other significant achievements for Bugema University. Earlier this week, the university signed a Memorandum of Understanding (MOU) with Kamuli Primary Teachers’ College (KPTC) to establish Kamuli as a study centre offering bachelor’s degree programs.
The ceremony on Friday was attended by a host of dignitaries, including the Chancellor of Bugema University, Dr. Moses Maka Ndimukika, alongside various political leaders, members of the university’s Board of Trustees, security officials, and other stakeholders.
