Pallisa RDC intensifies PDM monitoring after Museveni visit

Pallisa, (UG):- The office of the resident district commissioner of Pallisa has intensified the monitoring of the Parish Development Model (PDM) in the district, days after President Museveni’s visit to the Bukedi Region on assessment of the wealth creation programme.

Majid Dhikusooka, the Pallisa RDC Friday said he has opened a complaint desk at his office for people to register any form of dissatisfaction during the selection and any sort of corruption. He explained that the processors always ask for money in disguise to buy data for uploading the beneficiary’s details into the system.

“I need my job and whoever is playing with his or hers will get fired. I cannot believe that uploading one’s information takes 100,000 or even 200,000. This is open corruption that is intolerable”, Dhikusooka vowed.

The RDC said there is money out aside for the parish Chiefs and community development officers to use and if they see it little they register their complaint but not to choke the program government has invested trillions of money meant bail people from poverty.

“For the case of emyooga, I don’t want to listen to executive members who also use the name of the district commercial officers alleging there is a processing fee needed. Most groups have got the second round of funding apart from a few will leadership challenges that dragged the processing. In case any officer is asking for a bribe before clearing the group report to me and I deal with them but I want concrete evidence”, he said.

RDC Dhikusooka’s assistant, Mr Patrick Lious Okia added on the same saying they are not only after the poor selection and corruption involved but are also following those who benefited to find out the enterprises they’re doing.

“We are aware there some people who blew at up the one million and when we go monitoring show us the hosts that they had before. Parish Chiefs should have close eyes on these people and keep guiding them”, Okia said.

Sam Okia of Kasodo Sub-county explained how technical people connive with the SACCO leadership to extort Monet from the would-be beneficiaries. He said if the investigation is thoroughly done it will be noted that some SACCO leaders have more than one unfair beneficiary.

Yoweri Tukei from Akisim sub-county in Agule County said whoever complains is technically exited and told the system has rejected them.

The minister of ICT Chris Baryomosi while in a talkshow on Etop Radio Soroti promised to come to Pallisa to make follow-ups.
