Kapelebyong, (UG):- Kapelebyong District has been commended for its commitment to the speedy development of the Local Action Plan (LAP) on Women’s Peace and Security.
This was during the validation of the LAP which was held at the district council hall last week.
Obed Mugisha, a women’s peace and security programme coordinator in Coalition for Action on 1325 (CoACT) said that Kapelebyong’s commitment to the development of the LAP highlights its efforts to strengthen systems and structures to prevent conflicts.
He encouraged the drafting team to keep the spirit burning and ensure they capture every detail of stakeholders’ contributions to the LAP.
Emmy Ojirot, the deputy Resident District Commissioner, applauded all stakeholders for their charismatic and patriotic focus in the development of the LAP.
He appealed for the strategic involvement of clan leaders in the implementation of the LAP for effectiveness and efficiency to be realised.
The LAP is to be implemented from 2025 to 2029 with the main focus on strengthening the critical importance of ensuring sustained security through enhanced meaningful participation of women in peace and development processes and is committed to the implementation of the National Action Plan III (NAP III).
The plan entails major conflict issues affecting women which were identified by different stakeholders in a two-day meeting that ended on Tuesday 24 September 2024, at the district council hall. Among the conflict issues agreed upon are; gender-based violence, land conflicts, insecurity especially cattle rustling, natural calamities including extreme drought and waterlogging socio-cultural norms and poverty coupled with low education levels.
The action plan is expected to be tabled to Council in December 2024 and its translation, designing and printing set to be handled in January 2025 before the actual launch in March 2025.
Rev. Canon Philip Okiro, the representative of the religious leaders, emphasised the need for humility and love in the protection of women.
