Kampala, (UG):- The Deputy Press Secretary to the President, Hajj Faruk Kirunda Wednesday confirmed the appointment of Hajjat Sharifah Buzeki as the new Executive Director, at Kampala Capital City Authority (KCCA).
Hajjat Buzeki, who until her appointment was a commissioner under the Public Service Ministry was appointed alongside Mr Benon Kigenyi as her Deputy. She replaces Frank Rusa who held the position since September after the dismissal of then ED Dorothy Kisaka.
“It’s true that His Excellency @KagutaMuseveni has appointed a new Executive Director of @KCCAUG in the names of Hajjat Sharifah Buzeki, and Mr Benon Kigenyi as her Deputy,” Hajj Kirunda confirmed in an announcement via X (formerly Twitter) on Wednesday.
“Their names have been forwarded to Public Service for formalization. When the process is completed, the Head of Public Service/Secretary to Cabinet will formally confirm the appointments,” he added.
Kirunda congratulated both Buzeki and Kigenyi on their appointments, highlighting their qualifications and leadership potential. “Congratulations to Hajjat Buzeki and Mr Kigenyi for catching the eye of the Appointing Authority,” he said.
Their appointment comes exactly three months after the dismissal of former KCCA Executive Director Dorothy Kisaka and her Deputy, David Luyimbazi, following the tragic collapse of the Kiteezi landfill on August 10, which claimed the lives of over 30 people.
The incident raised serious concerns about the management of the landfill, with Kisaka, Luyimbazi, and former Director for Public Health, Daniel Okello, now facing charges of manslaughter and negligent acts.
In the interim, President Museveni had appointed Frank Rusa, the Legal Director at KCCA, as the acting Executive Director until Christmas, December 25, when a substantial appointment in Ms Buzeki was confirmed.
A seasoned Human Resource Practitioner with extensive experience in both Local and Central Government settings, Hajjat Buzeki brings over 13 years of professional experience in human resource management, human resource audit, institution development, inspection and supervisory regimes, and performance management.

Early Life & Education:- Hajat Sharifah Buzeki was born on March 19, 1986 (38 years), in Kampala, Uganda. She grew up in the vibrant and bustling city, an environment that undoubtedly influenced her commitment to public service. From a young age, Sharifah exhibited a strong sense of responsibility and leadership, traits that would shape her impressive career trajectory.
Sharifah holds a Master’s Degree in Public Administration and Management and a Post Graduate Diploma in Human Resource Management. Her undergraduate studies in Social Sciences were completed at the prestigious University of Kampala.
Beyond her formal education, Sharifah pursued various professional training programs, equipping herself with certifications in Conflict Management, Leadership and Change Management, Monitoring and Evaluation, and Facilitation Skills, among others. This extensive educational and professional background laid the foundation for her impactful career in public service.
Career in Public Service
Until her appointment to head KCCA, Sharifah served as the Commissioner for Human Resource Management (HRM) in the Ministry of Public Service (MOPS), where she led the design and implementation of inspection programs and coordinated the pilot implementation of the Pearl of Africa Performance Scorecard.
Her work supports Ministries, Departments, Agencies (MDAs), and Local Governments (LGs) in documenting and applying service delivery standards, integrating Results-Oriented Management (ROM) and Outputs-Oriented Budgeting (OOB) into work processes, and developing and implementing Client Charters.
