Police ready to enforce Museveni directive on bonds – ACP Kituuma

Kampala, (UG):- The Uganda Police Force has expressed its readiness to implement the presidential directive banning the issuance of police bonds to suspects.

Speaking to the media on Wednesday, Jan 1, 2025, Police Spokesperson, ACP Kituuma Rusoke emphasized that the directive is non-negotiable and will be enforced immediately.

“The directive was given, and it is going to be enforced,” Rusoke stated, adding that territorial commanders have been instructed to expedite investigations to ensure suspects are processed and brought before courts of law within the legally required timeframe.

In his End of Year address on Tuesday evening, President Museveni ordered the police to cease issuing bonds to suspects, describing the practice as a facilitator of insecurity in the country.

The President further disclosed that he had engaged the Judiciary, through the Chief Justice, to address the granting of bail to suspected criminals.

“I have raised the issue of bails with his Lordship the Chief Justice, and I have banned the issue of police bonds. Any police personnel who gives a police bond to a village thief when the case is ready for trial will be held fully accountable,” Museveni declared.

The directive comes in response to widespread public concern over escalating crime, including rampant livestock theft reported in various districts.

The move is expected to tighten the noose on criminals and restore public confidence in the justice system. However, it also raises questions about the capacity of the police and Judiciary to handle cases efficiently within existing resources and frameworks.

With the directive in effect, all eyes will be on law enforcement agencies to ensure strict adherence while upholding the rights of suspects within the legal process.
