LIST: Musinga returns to Traffic docket as IGP Byakagaba reshuffles senior police officers

Kampala, (UG):- The Inspector General of Police (IGP) Abbas Byakagaba Wednesday announced major changes in the Uganda Police with transfers and appointments of several officers at strategic, operational and tactical command levels.

Among the notable names in the transfers dated Jan 08, 2025, is ACP Norman Musinga, who until today was Regional Police Commander (RPC) for Busoga East, and has now been appointed Acting Deputy Director of Traffic and Road Safety.

Musinga’s appointment has been particularly well-received, given his extensive experience in traffic management. Known for his tough but effective work ethic, the former Busoga and Rwenzori Regional Police Commander has built a career around traffic operations, serving in various capacities from Officer in Charge (OC) of Traffic to key roles in traffic departments across the country.

“We are 100% sure that Musinga will improve traffic management because almost his entire police career has been in the traffic department,” a colleague said. “His appointment comes at a critical time, as Uganda faces increasing traffic challenges ahead of the election period.”

In other changes, AIGP Musana Geoffrey, recently promoted to his current rank and appointed acting as Director of Welfare, Production and Sports has been transferred to South Sudan as police attaché.

Sources from within the force say Musana has gone to have enough time to rest as police attachés are less tasked. “Due to his age, he deserved that position where he will be treated as a VIP person. He will not be put to a lot of pressure,” a top police officer tipped this publication.

“With coming elections, there will be a lot of pressure, especially on police directors so Musana has survived it.”

Musana’s predecessor, SCP Sakira Moses moves from his diplomatic role in South Sudan back to the Directorate of Research & Planning, where he will serve as Deputy Director.

Meanwhile, the changes also saw SCP Halango Timothy appointed Deputy Director of Welfare, Production & Sports, moving from his previous role in Research & Planning.

IGP Byakagaba also appointed Commissioner of Police (CP) Mubangizi Ben fresh from Traffic and Road Safety to Algeria as police attaché, while CP Ssebambulinde Charles moves from Agriculture Police to Engineering and Logistics as Ag Deputy Director Classified Stores.

CP Philip Achaya who was deputy Director of Traffic and Road Safety has been appointed Commandant Agriculture police, among other changes.

  • AIGP Musana Geoffrey, formerly of the Directorate of Welfare, Production & Sports, has been transferred to the Ugandan Embassy in South Sudan as the Police Attaché.
  • SCP Sakira Moses moves from his diplomatic role in South Sudan back to the Directorate of Research & Planning, where he will serve as Deputy Director.
  • SCP Halango Timothy takes over as Deputy Director of Welfare, Production & Sports, moving from his previous role in Research & Planning.
  • CP Mubangizi Ben will serve as Police Attaché in Algeria, transitioning from his previous role in the Directorate of Traffic & Road Safety.
  • CP Ssebambulidde Charles, previously with Agriculture Police, has been named Acting Deputy Director Classified Stores in the Directorate of Logistics & Engineering.
  • CP Acaye Philip takes charge of Agriculture Police as Commandant, moving from the Directorate of Traffic & Road Safety.
  • ACP Musinga Norman, formerly RPC Busoga East, will now serve as Acting Deputy Director in the Directorate of Traffic & Road Safety.

The police statement issued Wednesday, January 8, 2025, congratulated the officers on their new assignments and wished them success in their roles. The changes according to the Inspector General of Police, take immediate effect.
