Luuka Service Commission boss on the spot over Shs17m bribery for job promotion

Luuka, (UG):- The Chairperson of the Luuka District Service Commission, Mr. Isabirye Paul, faces intense scrutiny after being accused of soliciting Shs17 million from a medical practitioner, allegedly in exchange for promoting her to the position of Senior Clinical Officer.

In a letter dated January 6, 2025, addressed to the commission chairperson, Luuka District LC5 Chairperson, Mr. Wakaze Simon, reported receiving complaints from members of the district service commission about Mr. Isabirye’s alleged misconduct in executing his duties.

“I am in receipt of a report and petition from the members of Luuka District Service Commission about your alleged misconduct in the performance of your duties as Chairperson District Service Commission,” the letter reads in part.

“You solicited for and received gratification of Shs17,000,000 (seventeen million shillings) from one Baisemubaka Sylvia in order to help her to be promoted to the position of Senior Clinical Officer,” Mr Wakaze added, describing the act as unlawful and unacceptable.

Additionally, the letter alleges that Mr. Isabirye deliberately delayed signing the minutes of the commission’s meetings because the candidate he preferred for the position of Senior Clinical Officer was not selected by the commission as the most suitable.

The allegations against Mr. Isabirye have raised serious concerns regarding his integrity, character, and reputation, especially following his recent appearance before the police for questioning over similar issues.

“On 3rd January 2025, you appeared before the Criminal Investigation Department at Central Police Kiyunga to answer charges relating to the conduct of your work as Chairperson Luuka District Service Commission,” Mr Wakaze’s letter adds.

However, Mr Isabirye in response denied all allegations against him, asserting that they lack evidence and are maliciously intended to tarnish his reputation.

“Please note that at the point of submitting this response, I have not seen any evidence or documentation in support of the allegations against me. It should be noted that the above allegations are baseless without evidence, malicious and aimed at spoiling my name,” Mr. Isabirye stated in a letter dated January 10, 2025, addressed to Mr. Wakaze Simon.

The Service Commission boss accused unnamed officials of manipulating the process to favour a particular candidate, claiming he has evidence from commission meetings to support this assertion.

“During the interviews, the secretary to the commission pointed out the fact that there were some officials (names are reserved) who have recommended Otim Richard as the favorite candidate. This information was recorded during the meeting, and evidence is available,” Mr. Isabirye explained.

Regarding the Shs17 million bribery allegation, Mr Isabirye denied involvement, instead claiming that a one Mudhuli George used his name to defraud Ms Sylivia. He acknowledged being informed of the incident later and stated that George pledged to refund the money, of which Shs13 million has already been returned, leaving a balance of Shs4 million.

“I had no idea about arrangements between George and Sylivia. Rather, George used my name to defraud Sylivia, and as such, there exists no evidence against me showing that I solicited for and received gratification of Shs17,000,000 from a one Baisemubaka Sylivia,” Mr. Isabirye clarified in his letter.
