Whistleblower petitions First Lady Janet over rampant forgery, bribery in teacher recruitment at MoES

Kampala, (UG):- The Organisation for Transparency Advocacy (OFTA Uganda), a Kampala-based Anti-corruption watchdog has raised alarm to relevant authorities to intervene over what it described as ‘rampant forgery of official documents and bribery’ that have marred Uganda’s teacher recruitment process.

In a letter dated January 17, addressed to the First Lady and Minister of Education and Sports, Janet Museveni, Mr Andiandu J, the CEO OFTA Uganda detailed a series of irregularities undermining the education sector and called for immediate intervention.

Andiandu alleges widespread forgery of transfer letters, appointment letters, posting instructions, and reinstatement documents, leading to the dismissal of several teachers from public service.

In one particular incident, the OFTA Uganda letter highlighted one individual identified as Mugisha Moses, also known as Bainomugisha Nelson who is at the centre of spearheading these fraudulent activities.

It is alleged that Bainomugisha operates under different aliases and phone numbers, including +256 752 940 115 and +256 763 358 898, and is supported by insiders within key government offices.

“His activities are enabled by connections within key offices at different government Ministries, Departments and Agencies, where sensitive information, including resolutions from meetings, are leaked,” the letter reads in part.

Bribery Allegations in Teacher Recruitment

The organization further alleged corruption in the recruitment of teachers, deputies, and headteachers, pointing to collusion among officials in the Ministry of Education and Sports (MoES), the Education Service Commission, and headteachers.

“After “buying” vacancies, individuals are then placed in specific interview boards, usually headed by the additional hired individuals,” the letter states, adding that “Leakage of interview questions to favoured candidates happens frequently.”

To solidify their claims, the organization specifically mention schools where the practice is said to be rampant. These include;

  • Lwasso Seed Secondary School: Where the Headteacher slot was allegedly reserved for the Deputy Headteacher of Nkoma S.S.
  • St. Mary’s S.S. Bugitimwa: Where the Headteacher slot was booked by another Deputy Headteacher from Nkoma S.S.
  • Mugiti Seed S.S.: Where the Headteacher position was allegedly reserved for a Deputy Headteacher of Mbale S.S.
  • Nansanga Seed S.S.: Where the Headteacher position was booked for the Deputy Headteacher of Bugwere High School.
  • Muhula Seed S.S.: Where the Deputy Headteacher slot was reportedly earmarked for a Mathematics/Geography teacher from Kamonkoli College.

“We wish to emphasise that the risks posed by the aforementioned situations greatly weaken public service delivery, cause loss of public trust, increase insecurity to patriotic people who unmask fraudstars and plunge government into financial losses,” Mr Andiandu emphasized.

The Organisation has called for urgent measures to address the raised issues to streamline effective public service and transparency in the recruitment process that favours all Ugandans, and not just a few.

“We strongly urge the Uganda Police Force CID to trace and prosecute Mugisha Moses, his accomplices, and related fraudsters with immediate effect,” Andiandu wrote.

He also compelled investigations to take interest in the MoES and Education Service Commission staff implicated in bribery, as well as those leaking sensitive information to fraudsters, and further recommended that the Education Service Commission adopt random and unpredictable practices during the hiring of additional manpower to avoid tampering with interview processes.

Despite the allegations, Andiandu praised some officials at the Education Service Commission, particularly the permanent panel members, including the Chairperson, Deputy Chairpersons, and Secretary, describing them as “incorruptible.”

“The permanent members of the Education Service Commission interviewing panel, specifically the Chairperson, Deputy Chairpersons, Secretary, plus Mrs. Izizinga Rose, have earned themselves the tag ‘incorruptible’ within the public,” the letter noted.

The organization warned that the ongoing irregularities threaten to erode public trust, create insecurity for whistleblowers, and cause financial losses to the government.

Copies of the letter have also been sent to the Chairman of the Education Service Commission, the Permanent Secretary of MoES, and the Permanent Secretary of the Education Service Commission, urging them to take immediate corrective action.
