Oyam, (UG):- A parent in Oyam District has accused a local police post of mishandling the defilement case of his 14-year-old daughter, citing allegations of corruption and delays in apprehending the suspect.
The case revolves around a Kenyan businessman identified as “Sam,” who allegedly defiled the minor in Kamdini Town Council. The incident was first reported at Oyam Central Police Station under case reference SD 31/02/01/25.
Police also arrested Farinah Achola, who is accused of luring the minor to Luzira Lodge, where the alleged defilement occurred. However, Achola has since been released on police bond.
The victim’s father, Patrick Owino, expressed dissatisfaction with the police’s handling of the case, alleging corruption. “I am concerned that money might be exchanging hands in my daughter’s case,” Owino said. “Achola Farinah, who took the child and handed her to the criminal, is out and bragging. There is also evidence that the suspect, Sam, is using money to bribe police to kill the case. The hunt for him is being delayed.”
Owino further alleged that the suspect is evading arrest by hiding in Bweyale and Nwoya, while also facilitating Achola’s relocation to hinder investigations.
Suspect Denies Allegations
When contacted, the suspect, the suspect, a Kenyan national, denied the accusations but admitted to hiding after being warned by the girl’s stepmother.
“I don’t even know the daughter he’s talking about,” Sam said in his defence. “The wife of that very man called me one early morning and said, ‘Don’t come to Kamdini because my husband is looking for money from people.’ That’s why I decided to stay away. Many people are in jail nowadays, so I have to stay away from Kamdini.”
Police Responds
SP Job Mutegeki, the Oyam District Police Commander, dismissed Owino’s allegations citing fabrication of events according to preliminary investigations. “What would have been defilement was not defilement. It was something that was set up,” SP Mutegeki explained.
“The girl was friendly with the suspect, and the suspect had given her a phone. When the girl walked away with the phone, her relatives found the boy, who had followed up on his phone.”
Mutegeki further clarified that the case was reported on January 8, and investigations revealed discrepancies in the account of events. “It is alleged the girl was defiled by two people, including a Somali national and the other suspect who was arrested. But we found no evidence of defilement or even attempted defilement,” he said.
Regarding allegations of bribery, the DPC strongly refuted the claims. “Everyone is entitled to their opinion. There is nothing like a bribe. Taking someone to jail innocently is very bad. That’s why we subject every situation to investigation,” he said.
“These allegations are just an attempt to tarnish the image of the police, which we cannot accept,” he added.
