Kampala, (UG):- The Speaker of Parliament, Rt. Hon. Anita Among has expressed deep sorrow over the passing of Brig. Gen. Charles Oluka, the Director General of the Internal Security Organisation (ISO).
Oluka, 57, was pronounced dead Wednesday evening at Seguku Hospital in Entebbe where he had been rushed for medical attention. The Brigadier General had been battling heart complications, according to sources in the military although the cause of his death is yet to be disclosed.
Speaker Among in a heartfelt message shared Thursday via her official Twitter (X) account described the late General as a dedicated servant who played a pivotal role in ensuring the security of Uganda.
“I am deeply saddened by the passing of Brig. Gen. Charles Oluka, the Director General of ISO. His dedication and service to our country were exemplary, and his commitment to ensuring a secure Uganda will always be remembered,” she wrote.
Hon Among extended condolences to President Yoweri Kaguta Museveni, the Commander-in-Chief of the Armed Forces, the UPDF fraternity, Brig. Gen. Oluka’s family, and the wider security community.
“On behalf of Parliament and myself, I extend my heartfelt condolences to H.E. Gen. Yoweri Kaguta Museveni, the Commander-in-Chief of the Armed Forces, as well as to his family, the UPDF fraternity, his friends, and the security community. May his soul rest in eternal peace,” her statement read.
Brig. Gen. Oluka who has been Uganda’s Spy Chief since 2020 is credited for his exemplary service and dedication to Uganda’s security and defense. His demise is a significant loss to the security sector and the nation at large.
Oluka played a key role in rebuilding the reputation of the country’s local intelligence-gathering outfit from the tumult left by his predecessor Col Kaka Bagyenda.
Prior to assuming the ISO Director General post, he had served as the Director of Technical Services at the country’s spy body until 2018.
Gen Oluka was pivotal in ISO’s apprehension of criminals involved in the greater Masaka machete attacks that left close to 30 people killed between July and September 2021.
Apart from military training, which he received from the Tanzania Military Academy, he was also a flight captain and an instructor.
Gen Oluka is survived by his wife Harriet Akisa, with whom he tied the knot at St Patrick’s Catholic Church, Madera-Soroti, in 2023.
