Kampala, (UG):- President Yoweri Museveni has granted an official burial to the late Brigadier General Charles Oluka, the former Director General of the Internal Security Organization (ISO), who passed away on Wednesday evening.
The announcement for Oluka’s official burial was made by Hon. Milly Babalanda, the Minister for the Presidency, through a statement shared on social media.
“Dear friends, I wish to inform you that H.E Gen (Rtd) @KagutaMuseveni has granted an official burial to the deceased former Director General Internal Security Organisation (ISO), Brig. Gen. Charles Oluka, who passed away on Wednesday evening,” Hon. Babalanda’s statement read.
Accordingly, the Minister said that the National Organising Committee (NOC) will liaise with the family to finalise arrangements for the final send-off of the fallen spy chief.
“Profound condolences to the family, ISO, the people of Teso and Ugandans at large on losing such a dedicated and friendly officer. May his soul rest in eternal peace,” she added.
The burial and final send-off of the late Brig Gen Charles Oluka is scheduled for Saturday, February 08, 2025, at Ousia village, Apapai Sub-county, Kalaki District.
Oluka Eulogized
Brig Gen Charles Oluka has been eulogised as a distinguished soldier who served with a pure heart for humanity. He served the nation with dedication and distinction during his tenure at ISO.
Maj Gen Jim Muhwezi, the Minister for Security, said Brig Gen Oluka had been a resourceful and dutiful officer who kept a low but work-result-rich profile in his selfless service.
“His sudden demise is a profound loss to our country and his beloved family,’’ he said.t the time of his appointment, Brig Gen Oluka was at the rank of Lieutenant Colonel but was later promoted to full Colonel. Early last year, President Museveni promoted him to Brigadier General.
Journey at ISO
Oluka was appointed ISO Director General in October 2020, replacing Col Frank Kaka Bagyenda, who had been at the helm for more than three years.
During his tenure at ISO, Brig Gen Oluka worked alongside police’s crime intelligence and chieftaincy of military intelligence to hunt criminal gangs in greater Kampala and other parts of the country.
One of the crime incidents where he collaborated with other security agencies to have culprits apprehended or neutralized was the Northern Bypass gang. The thugs were throwing bricks and pavers at drivers and motorcyclists and would later rob them after their vehicles crashed.
Brig Gen Oluka also worked alongside crime intelligence, CMI and JATT to apprehend culprits involved in the shooting of Works Minister Gen Katumba Wamala in 2021. The incident left Gen Katumba’s daughter Brenda Nantongo dead.
ISO under Brig Gen Oluka was also pivotal in the apprehension of criminals involved in the greater Masaka machete attacks that left close to 30 people killed between July and September 2021. He was always present in joint security briefings whenever a crime incident needed joint efforts.
