Official burial program out for ex-ISO director, Brig Gen Charles Oluka

Kampala, (UG): The Minister for Presidency, Hon. Babirye Milly Babalanda has released the official burial program for late Brig. Gen. Charles Oluka, the former Director General of the Internal Security Organization (ISO), who passed away last Wednesday.

Contrary to contradicting reports regarding the Gen Oluka’s burial, the Minister in a Tuesday statement released the confirmed funeral program of the late ISO boss, with burial set for Saturday 8th February 2025, at his home village in Ousia, Kalaki district.

Hon Babalanda acknowledged the contributions of the decorated officer, stating, “We mourn the loss of Brig. Gen. Oluka, a distinguished servant of this nation who dedicated his life to protecting Uganda’s sovereignty and national security.”

The minister further emphasized the government’s commitment to giving him a befitting send-off as a gallant son of Uganda.

According to the burial program outlined by Hon. Babalanda, the funeral kicked off yesterday, Monday, 3rd February 2025, with the Uganda People’s Defence Forces (UPDF) collecting the body of the late Brig. Gen. Oluka from Mulago General Referral Hospital to Kabulamuliro Church along Kampala-Entebbe Road for a prayer service.

The body spent the night vigil at the late’s home in Kitovu, Kitende, Wakiso District.

On Tuesday, 4th February 2025, (today), a prayer service will be conducted at the deceased’s residence, followed by a night vigil.

On Wednesday, 5th February 2025, The body will be taken to the ISO Headquarters, where staff will pay tribute to the former Director General from 9:00 a.m. to 10:00 a.m. At 10:30 a.m., it will be flown to Madera, Soroti, and then taken to Soroti Flying School for public viewing. Later in the day, the body will be transported to his ancestral village in Ousia, Kalaki District, for another night vigil.

On Thursday, 6th February 2025, a prayer service will be held at Ousia, Kalaki District, in honour of the fallen military officer.

Another prayer service will be conducted at the late Brig. Gen. Oluka’s ancestral home on Friday, 7th February 2025 and on Saturday, 8th February 2025, the final burial ceremony will take place in Ousia Village, Kalaki District.

According to Hon. Babalanda, the final send-off ceremony will feature an 11-gun salute by the UPDF to honor Brig. Gen. Oluka’s military service. “The UPDF will accord the late Brig. Gen. Oluka the full military honors he rightfully deserves, including an 11-gun salute as a mark of respect and recognition,” she stated.

“The government, represented by the Vice President, will stand in solidarity with the bereaved family to honour and celebrate the life of a selfless patriot,” remarked Babalanda.

The Minister called on the public to join in honoring the life and legacy of Brig. Gen. Oluka, urging them to remember his invaluable service to Uganda. “Let us come together as a nation to honor a man who served his country with utmost dedication, courage, and integrity,” she concluded.

Profile Background

Oluka was appointed ISO Director General in October 2020, replacing Col Frank Kaka Bagyenda, who had been at the helm for more than three years.

During his tenure at ISO, Brig Gen Oluka worked alongside police’s crime intelligence and chieftaincy of military intelligence to hunt criminal gangs in greater Kampala and other parts of the country.

One of the crime incidents where he collaborated with other security agencies to have culprits apprehended or neutralized was the Northern Bypass gang. The thugs were throwing bricks and pavers at drivers and motorcyclists and would later rob them after their vehicles crashed.

Brig Gen Oluka also worked alongside crime intelligence, CMI and JATT to apprehend culprits involved in the shooting of Works Minister Gen Katumba Wamala in 2021. The incident left Gen Katumba’s daughter Brenda Nantongo dead.

ISO under Brig Gen Oluka was also pivotal in the apprehension of criminals involved in the greater Masaka machete attacks that left close to 30 people killed between July and September 2021. He was always present in joint security briefings whenever a crime incident needed joint efforts.
