Kampala, (UG):- Uganda’s Director General of the Chieftaincy of Military Intelligence (CMI), Major General James Birungi, is the latest recipient of the prestigious Uganda Development Champions Award, an accolade that recognizes his outstanding contributions to reforming the country’s Military Intelligence agency, making it a friendly and people-centric institution.
Gen Birungi was awarded the recognition by Public Opinions as a token of appreciation of his contribution towards attainment of Uganda Vision 2040, combating terrorism, fighting transnational Organised crimes, promoting and upholding human rights principles while executing his duties, building a disciplined Intelligence operatives ,etc.
Under Gen Birungi’s visionary leadership, the CMI has undergone a significant transformation, shedding its past reputation for brutality and human rights violations, and has now become a shining example of professionalism, respect for human rights, and commitment to the well-being of the Ugandan people.
Gen Birungi’s achievements are a direct result of his tireless efforts to promote teamwork, adaptability, and effective intelligence gathering. His agency has been instrumental in supporting counterintelligence efforts, identifying and mitigating potential security threats, and providing critical guidance to commanders.
The General’s commitment to upholding human rights principles and promoting patriotism and pan-Africanism has earned him widespread recognition. His humble contribution to printing books detailing the achievements of H.E Yoweri Kaguta Museveni, specifically the “Uganda Hidden Fact” booklet, which was distributed throughout the 2024 festive season, is a testament to his loyalty and dedication to the President’s vision.
The President of the Republic of Uganda and Commander-in-Chief of the Uganda Peoples’ Defence Forces (UPDF), His Excellency General (Rtd) Yoweri Kaguta Museveni, has emphasised the crucial role of intelligence in military operations, highlighting its significance in informing strategic decisions and ensuring national security.
As a seasoned military leader, Gen Birungi has served in various capacities, including as Commander of the Special Forces Command (SFC) and Chief of Air Force Staff. His expertise in intelligence gathering and analysis has been invaluable in informing strategic decisions and ensuring national security.
He has dedicated himself to promoting patriotism and pan-Africanism. He has been supportive to civilian initiatives that are designed to boost the National development agenda.
Gen Birungi is credited for his humble contribution to print books detailing the achievements of H.E Yoweri Kaguta Museveni which were distributed throughout the 2024 festive season.
“He has made sure that Military intelligence plays a critical role in counterintelligence and security of our Country. He has been successful in building team work hence ability to identifying and mitigating potential security threats, such as espionage and sabotage,” says Adam Buyinza Luzindana, the CEO and Co-Founder of Public Opinions International.
“His agency has been key in supporting counterintelligence efforts by identifying and countering enemy intelligence-gathering activities.”
Public Opinions, the firm that awarded Gen Birungi the award is dedicated to the attainment of Uganda Vision 2040 through information dissemination and public awareness.
“The organisation is disseminating the Uganda Hidden Fact booklet containing 120 achievements of H.E Yoweri Kaguta Museveni and 120 descriptions of H.E YOWERI Kaguta Museveni by Ugandans,” Buyinza noted.
The PO Team Leader revealed that Gen James Birungyi was recognised with other selfless leaders such as CDF Gen Muhoozi Kainerugaba, Victoria University Vice Chancellor Prof Lawrence Muganga, Speaker Anita Among, NRM Secretary General Richard Todwongo, CEO of Electricity Regulatory Authority Eng Ziria Wako, Gen Salim Saleh, Hajati Hadija Namyalo, among others.
“As we celebrate Gen Birungyi’s achievements, we honour his unwavering commitment to excellence, teamwork, and the well-being of the Ugandan people. His legacy will undoubtedly inspire future generations of military leaders and intelligence professionals,” Buyinza remarked.
