Gulu, (UG):- As February 22nd approaches, the family of Gulu City Woman Member of Parliament (MP), Hon. Betty Aol Ocan, reflects on a significant day; the remembrance of the loss of her beloved husband, Mr. Michael Ocan, famously known as Lapwony Ocan.
Ocan, an educationist and philanthropist, passed away on February 22nd, 2017, at St. Mary’s Hospital Lacor due to heart failure. He was laid to rest at their ancestral home in Potika, Kitgum District.
In an emotional tribute at a memorial Lecture held Thursday at Gulu District Council hall, Betty Aol Ocan shared that her late husband was not only a loving father to many but also a source of inspiration to children.
“Lapwony (Michael) was a father figure to many. He always encouraged children to focus on education to prepare for their future and the future of their dependents. Together, we raised over 20 children in addition to our seven biological children, because of his open heart and compassion for those in need,” she said.
Reflecting on her personal loss, MP Aol continued, “Lapwony was not just my husband; he was my best friend and a dedicated leader. When I entered politics, he was my strategist. He would draw plans for how we should move forward, and he protected me during challenging campaigns. He would often say, ‘If anyone wants to touch Mama Betty, let them touch me first.’ I miss him dearly.”
Ocan’s legacy is reflected in his community contributions. At the time of his death, he was the board chair of Gulu Regional Referral Hospital. In recognition of his service, the Gulu District Council passed a resolution to display his portrait in the district council hall as a tribute to his enduring impact on the region.
A devout Christian, Lapwony Ocan was deeply involved in church activities, especially since the late 1980s. His dedication to his faith influenced many, leaving behind a legacy of compassion and selflessness.
Solomon Oscar Otim Nokrach, a former beneficiary of Ocan’s support and a staff of the Forum for Women in Democracy, remembered him fondly.
“He was a unique gentleman who helped identify brilliant but underprivileged students and supported them. I am one of the three children he selected for our excellence in essay writing. He was truly compassionate,” Otim said.
Dr. Julius Ocaka Abwole, an Air Safety Specialist and friend of the late Ocan, described him as a man who imparted wisdom, skills, and cultural values to many people.
“He was a fulfilled man, both religiously and culturally. His only regret was dying before achieving his PhD,” Dr. Ocaka remarked.
Ambassador Dr. Olara Otunnu, who co-authored the book Kit Pa Acholi, which celebrates Acholi elders, noted that Lapwony Ocan’s life mirrored the principles of the book — truth, trust, humility, equity, and respect. “His life exemplified the values we hold dear as Acholi people,” he said.
Bishop Elizabeth Okwera Toya of the Church of the Living Savior Ministries in Gulu emphasized the importance of honouring Ocan’s contribution to society. “His legacy should inspire future generations. This is something that is often lacking in many families today,” she stated.

During a memorial lecture at the Gulu District Council Hall, Ocan’s portrait was unveiled and displayed among other Acholi heroes who made significant contributions to the community, Uganda, and beyond.
This was in fulfilment of a council resolution passed following his death, recognizing his immense contributions.
Bishop Emeritus of Kitgum Diocese, Bishop Macleod Baker Ochola, praised Ocan for dedicating his life to serving the country, despite challenges like low pay and insecurity. He urged President Museveni to consider equal treatment for all teachers in Uganda, regardless of the subjects they teach.
“The current salary disparity between science and arts teachers creates inequality, undermining their commitment to educating the next generation,” Bishop Ochola said.
As the eighth anniversary of Lapwony Ocan’s passing approaches, his legacy continues to inspire and uplift the lives of many. The memorial prayer will be held in Potika in Kitgum district tomorrow Saturday Feb 22nd.
