Moroto, (UG):– The Ministry of Water and Environment (MOWE) has taken the lead in supporting districts within the Lokere catchment to develop drought action plans, which will be integrated into their fourth development plans.
This initiative was highlighted during a validation meeting on drought management plans and an emergency response action plan for the Lokere catchment, held at Striker’s Hotel in Moroto on Wednesday. The documents are being developed by Ardent Services International, a consultancy firm contracted by the Water Ministry.
The drought management plan addresses key sectors, including agriculture, environment, security, health, trade & industry, works & transport, energy & minerals, education & sports, and social development, among others.
Speaking to district stakeholders, Dr. Maximo Twinomuhangi, Manager of the Kyoga Water Management Zone, emphasized that developing drought action plans would enhance district resilience in mitigating the significant impact of climate change.
Dr. Twinomuhangi urged district leaders to cooperate and support the process to ensure successful finalization of these plans.
At least three districts in Karamoja—Moroto, Napak, and Nabilatuk—and two from Teso—Amuria and Katakwi—have successfully developed their drought action plans and committed to integrating them into their development strategies.
Mr. Meri Jino, Chairperson of the Kaabong District and Lokere Catchment Management Committee, commended MOWE for spearheading efforts to address drought, which has severely impacted the economic and social well-being of communities.
“I’m exceedingly impressed by everyone’s effort in mitigating climate change effects. Let’s keep the spirit burning,” Mr. Jino said.
Mr. David Koriang, Moroto District Chairperson, expressed optimism that these efforts provide a foundation for Karamoja’s development. He noted that while the government has restored peace and security in the sub-region, water scarcity for livestock remains a major challenge to progress.
“Our livelihood depends on cattle keeping and crop farming. Addressing water shortages is critical to sustaining our way of life,” Mr. Koriang said.
Mr. Kassim Kutosi Nasibu, Chief Accounting Officer of Moroto District, praised MOWE for its decisive action in tackling drought issues. “Drought has had devastating effects on livelihoods in the Karamoja sub-region. The only way forward is through irrigation. We must rally all partners to focus on mitigating drought,” he emphasized.
