ONC’s Grassroots Monitoring; a game-changer for effective service delivery and political mobilization

In recent years, the Office of the National Chairman (ONC) has emerged as a critical player in Uganda’s governance landscape, particularly in monitoring government programs at the grassroots level. Under the able leadership of Chief Muzzukulu Hajjat Hadijah Namyalo, the ONC has demonstrated its commitment to ensuring that government initiatives such as Universal Primary Education (UPE) and the Parish Development Model (PDM) are effectively implemented. This proactive approach to monitoring and evaluation is not only improving service delivery but also strengthening the bond between the government and the citizens it serves.

By identifying challenges such as teacher absenteeism, inadequate infrastructure, and mismanagement of funds, the ONC has provided actionable insights that enable relevant ministries and local governments to address these issues promptly.

Similarly, in the implementation of the Parish Development Model (PDM), the ONC has played a pivotal role in ensuring that the program achieves its intended objectives. Through grassroots monitoring, coordinators have uncovered instances of extortion and mismanagement, which have been reported to the relevant authorities for corrective action.

This has not only safeguarded the integrity of PDM but also ensured that the benefits reach the intended beneficiaries—ordinary Ugandans at the parish level.

Bridging the Gap Between Citizens and Government

One of the most commendable aspects of the ONC’s work is its ability to bridge the gap between citizens and the government. Similarly, its monitoring of the PDM has led to the resolution of issues such as extortion and bureaucratic delays, ensuring that the program benefits those who need it most.

Strengthening Support for President Museveni and the NRM

The ONC’s efforts are not just about improving service delivery; they are also about building trust between the government and the citizens. By ensuring that government programs are implemented effectively and transparently, the ONC is reinforcing the NRM’s social contract with Ugandans. This, in turn, is likely to increase support for President Yoweri Kaguta Museveni and the NRM in the 2026 elections.

Citizens are more likely to support a government that listens to their concerns and addresses their needs. The ONC’s grassroots monitoring is a testament to the NRM’s commitment to delivering on its promises and improving the lives of ordinary Ugandans. As the 2026 elections approach, the ONC’s work will undoubtedly play a crucial role in consolidating support for the NRM.

By combining grassroots engagement with actionable reporting, the ONC is ensuring that government initiatives are implemented transparently and efficiently.
