KWEEN, UGANDA:- Authorities in Kween District have uncovered a fraudulent scheme in which individuals are using identification documents of deceased persons to unlawfully get money disbursed under the Parish Development Model (PDM) programme.
Ms Atuhaire Hope, the Resident District Commissioner (RDC) of Kween, disclosed the shocking revelation while officiating at the groundbreaking ceremony for the ATARI Irrigation Scheme in Kween and Bulambuli districts.
Ms Atuhaire condemned the malpractice, warning that it undermines the program’s goal of alleviating poverty and fostering economic empowerment.
“Some Parish Development Committees are abusing their mandate by facilitating their wealthy relatives to benefit from the funds, while others have resorted to acquiring new mobile phone lines to fraudulently siphon the money,” she stated.
Atuhaire confirmed to DailyExpress that a crackdown has been launched to bring perpetrators to justice, cautioning parish chiefs against engaging in corrupt practices that compromise the integrity of the initiative.
The RDC further urged farmers to invest PDM funds in productive ventures that would foster long-term economic growth. She also expressed concern over persistent challenges in the region, including theft, cattle rustling, and land grabbing, which continue to threaten livelihoods.
Similarly, Hon Irene Muloni, the Woman Member of Parliament for Bulambuli, called on government technocrats to ensure that the funds reach the intended beneficiaries, particularly the most vulnerable members of society.
Hon. Muloni emphasized the need for strict adherence to the initiative’s original objectives to achieve meaningful socio-economic transformation.
