Museveni appoints Arthur Mugyenyi new ISO Director; Deputy DG Katabazi transferred

Kampala, Uganda:- President Yoweri Kaguta Museveni has appointed Mr. Arthur Mugyenyi as the new Director General of the Internal Security Organization (ISO), succeeding the late Brig. Gen. Charles Oluka who passed away on January 29, 2025.

Mugyenyi, who previously served as Director at ISO and headed Internal Security in Mbarara District, now assumes the top role in one of the country’s most critical security agencies.

“The Presidential Press Unit (PPU) wishes to inform the general public that His Excellency the President of the Republic of Uganda, Gen. (Rtd) Yoweri Kaguta Museveni, has appointed Mr. Arthur Mugyenyi as the new Director General of the Internal Security Organization (ISO),” the statement issued by State House Press Department on Tuesday afternoon reads in part.

“The President has also appointed Mr. Tony Kinyera Apecu as Deputy Director General of ISO, replacing Col. Emma Katabazi, who has been transferred to the Ministry of Foreign Affairs,” the PPU statement adds.

The position of ISO Director General fell vacant following the death of Brig. Gen. Charles Oluka who died on 29th January 2025.

In his new role, Mr. Mugyenyi is expected to strengthen intelligence-gathering capabilities, improve coordination among security agencies, and reinforce internal security efforts nationwide.

Kinyera, who has been appointed Deputy Director General of ISO, adds another experienced leader to the agency’s hierarchy. His predecessor, Col. Katabazi, has been reassigned for another role, most likely as an attache under the Foreign Affairs Ministry.

The appointment of Mugyenyi and Kinyera into ISO roles marks a significant leadership change aimed at bolstering the country’s internal security operations.

The duo takes on their new roles at a critical time when the government is enhancing security measures to address evolving threats and prepare for the 2026 elections.
