Frank Rusa honoured for exemplary service during his reign as acting KCCA ED

Kampala, Uganda:— The Kampala Capital City Authority (KCCA) has awared Mr. Frank Nyakana Rusa with a Certificate of Appreciation, for his exceptional service as Acting Executive Director during a pivotal period in the city’s administration.

The award, inscribed with the words “We appreciate your noble service for the capital city (Kampala) as Acting E.D.,” was presented by the Authority’s council in a unanimous show of gratitude for Rusa’s professional, non-partisan stewardship between September and December 2024, when the former Executive Director Dorothy Kisaka had been sacked.

Rusa’s tenure, though brief, is widely credited for stabilising operations within KCCA and initiating key interventions to address the city’s long-standing infrastructure challenges—most notably, his oversight of the Jugula-Nakivubo drainage works.

The project, executed by Ham Enterprises (U) Ltd, has been hailed for its role in mitigating floods in central Kampala during the heavy rains of March 2025, even as many other areas of the city suffered severe waterlogging.

On Thursday, photographs of Rusa, modestly posing with the award flanked by the Ugandan and KCCA flags, quickly made rounds on social media—symbolic of the technocratic leadership that many stakeholders have long advocated for in the management of city affairs.

“This morning,I was honoured with an appreciation award from the Council of Kampala Capital City Authority for my work. It is most humbling and highly appreciated. This award goes to all who have supported me on this journey!To God,who makes everything possible,be the Glory,” Rusa posted on his official X account on Thursday.

The recognition came on the heels of a heated council session held on April 3, during which Kampala Lord Mayor Erias Lukwago faced sharp rebuke for what councilors described as politically motivated accusations.

Lukwago had earlier alleged that Rusa colluded with city tycoon Dr. Hajji Hamis Kiggundu to illegally reconstruct the Nakivubo channel—claims that were found to be without merit by both the council and the KCCA Magistrate’s Court, which dismissed the case in January due to legal irregularities.

Council records showed that Ham Enterprises had duly submitted architectural and engineering plans for the Jugula project, which were officially approved by KCCA on December 9, 2024.

The councillors slammed Lukwago’s attempts to implicate Rusa, arguing that the Acting ED merely acted within the legal and administrative mandate of the institution.
