LIST: Inside 8 landmark MoUs signed between Uganda, Ethiopia to revive bilateral ties

Addis Ababa, Ethiopia:- The Republic of Uganda and Ethiopia on Friday signed a record eight Memoranda of Understanding (MoUs) aimed at bolstering bilateral cooperation across key strategic sectors, marking a historic outcome of the 4th Joint Ministerial Commission (JMC) concluded in Addis Ababa, the Ethiopian capital.

The breakthrough agreements, which signal a renewal of bilateral engagement between the two nations, come exactly six years after the last JMC session. The MoUs cover areas including aviation, energy, agriculture, trade, and water resource management.

Among the most strategic deals is the Bilateral Air Services Agreement, which opens the door for expanded cooperation in civil aviation. Uganda hopes to tap into Ethiopia’s globally recognized expertise, home to Ethiopian Airlines, Africa’s largest carrier, to strengthen its aviation training, safety standards, and air connectivity.

Both countries also agreed to fast-track the implementation of past and present decisions, including the establishment of a joint monitoring mechanism in the energy sector. Cooperation will extend to platforms such as IGAD, the East African Power Pool (EAPP), and the African Union (AU).

In trade, the newly signed MoU sets the framework for increased market access, harmonization of standards, and joint investment promotion initiatives.

  8. MoU on Trade Cooperation

Uganda’s delegation was led by Hon. Gen. Odongo Jeje Abubakhar, Minister of Foreign Affairs, and comprised senior cabinet members including Hon. Francis Mwebesa (Trade), Hon. Fred Byamukama (Transport), Hon. Bwino Kyakulaga (Agriculture), and Hon. Gen. David Muhoozi (Internal Affairs). Their Ethiopian counterparts were led by H.E. Dr. Gedion Timothewos, Minister of Foreign Affairs, alongside H.E. Dr. Kassahun Gofe, Minister of Trade and Regional Integration.

“These agreements are a blueprint to elevate our relations to new heights,” said Gen. Odongo. “They reflect our joint resolve to build sustainable development anchored in peace, mutual growth, and African solidarity.”

Dr. Timothewos hailed the meeting as an opportunity to reenergize the long-standing ties between Ethiopia and Uganda, emphasizing the importance of joint action in facing regional challenges and promoting equitable use of shared resources such as the Nile Waters.

In a symbolic show of solidarity and shared heritage, the Ugandan delegation visited the Adwa Victory Memorial Museum, a tribute to Ethiopia’s historic resistance against colonial rule, reinforcing the deep Pan-African bond that unites the two nations.

The two sides also reaffirmed their commitment to peaceful coexistence, mutual respect, and inclusive development in the spirit of Pan-Africanism.

The 5th Joint Ministerial Commission will be hosted by Uganda in 2027, with both countries pledging to maintain the momentum of strategic cooperation built during this year’s summit.
