FULL SPEECH: Every word as Minister Kasaija unveiled Uganda’s Shs72tn Budget for FY2025/26

Kampala, Uganda’s Minister of Finance, Hon Matia Kasaija, on Thursday, June 12, 2025, presented a Shs72.136 trillion national budget for the financial year 2025/2026 framed under the theme: “Full Monetisation of Uganda’s Economy through Commercial Agriculture, Industrialisation, Expanding and Broadening Services, Digital Transformation and Market Access.”

Presented at the Kololo Ceremonial Grounds in Kampala, the budget outlined Uganda’s ambitious plan to boost household incomes, grow industries, and modernise key public services.

Kasaija acknowledged Uganda’s economic resilience and a growth outlook of 6.3% forecast for FY 2024/25, cementing foundations for a projected 7% growth in FY 2025/26, with the country’s GDP now tripled from UGX 64.8 trillion in 2010/11 to an estimated UGX 226.3 trillion in ending FY 2024/25.

On part of revenue collection and budget funding, Kasaija outlined plans to raise UGX 37.2 trillion domestically (60% of the budget) while managing a 7.6% GDP budget deficit financed through borrowing and grants.

Strategies to raise revenue, according to Kasaija, include tax base expansion, curbing tax leakage, and enhancing compliance through digital systems.
