Buvuma, Uganda: President Yoweri Kaguta Museveni has commended beneficiaries of the Parish Development Model (PDM) in Buvuma and Mukono districts, praising them as examples of how government wealth creation programs are transforming livelihoods through enterprise and discipline.
While launching his PDM accountability tour in Greater Mukono on Wednesday, June 19, the President visited households of model beneficiaries, including a former fisherman and a young woman who turned a modest piggery start-up into a multi-million venture.
In Buvuma District, Mr Museveni visited Mr. Edward Mubiru, a former fisherman who abandoned the overcrowded fishing trade in favour of land-based farming enterprises. Here, the President revealed that Mubiru is now running a successful coffee and dairy farming operation, with support from government wealth creation initiatives like NAADS.
“I thanked him for embracing the government’s message on wealth creation and for abandoning the overburdened fishing sector in favour of productive land-based enterprises,” he said, noting that Mubiru had used NAADS funds wisely to become a model for others.

On the issue of overfishing, President Museveni said government licensing is helping to regulate the lake economy by ensuring only disciplined and capable individuals continue fishing, while others are encouraged to explore alternative livelihoods like farming.
Also in Buvuma, the President interacted with Muhereza Wako, a PDM beneficiary managing a thriving dairy business on just half an acre of land. Wako has also diversified into coffee farming, banana cultivation, and maize milling — all of which are credited to the injection of PDM funds.
From Buvuma, Museveni proceeded to Mukono, where he spotlighted the progress of Harriet Nampa, a 37-year-old piggery entrepreneur. Despite initial doubts over repayment, Nampa accepted UGX 500,000 in PDM funds and has since grown her business to a valuation of over UGX 4 million.
“She initially expressed reservations about accepting 1 million UGX… opting for 500,000 UGX instead. This investment proved fruitful, growing to approximately 4 million through her successful piggery venture,” Museveni stated. He added that Nampa has now diversified into dairy farming.

President Museveni used the visit to the Greater Mukono farmers to reaffirm confidence in the PDM strategy of direct-to-beneficiary financing, noting that such stories vindicate the government’s decision to bypass intermediaries and empower households directly.
“I am encouraged to hear that the PDM officials in this region demonstrate integrity and professionalism. We will continue to support all these PDM beneficiaries in their efforts to grow further,” Museveni said.
The Greater Mukono leg of the President’s national tour is part of a wider effort to showcase real impact stories from PDM beneficiaries and reinforce the model’s goal of lifting 3.5 million households from subsistence to market-oriented production.
Today, the President will meet and interact with leaders from Greater Mukono to highlight pertinent issues revolving around the PDM wealth creation program, as well as a meeting with the media on the same.
