Inside Mukula’s ‘Museveni Doctrine Series’ to champion youth in 2025-2030 CEC term

Capt. Mike Mukula plans to launch the Museveni Doctrine Series, a digital rollout of President Museveni’s teachings aimed at reawakening NRM ideology to the Young generation.

Soroti, Uganda: The National Resistance Movement (NRM) Vice Chairperson for Eastern Uganda, Capt. Mike Mukula has announced plans to launch a Museveni Doctrine Series as a flagship component of his strategic roadmap for re-election to the party’s Central Executive Committee (CEC) for the 2025–2030 term.

The new initiative, according to Mukula, will be a comprehensive digital and broadcast compilation of President Museveni’s ideological teachings and socio-economic philosophy, aimed at reawakening the National Resistance Movement’s (NRM) core values among cadres, youth, and citizens.

“The Museveni Doctrine Series will serve as the ideological backbone of our generation,” Mukula told DailyExpress in an exclusive interview over the weekend. “It will crystallize the President’s vision into digestible formats that can be taught, debated, and applied across the country.”

Mukula says the Series will be disseminated across FM radios, social media platforms, and integrated into civic education curriculums at institutional levels, with a focus on the practical implementation of NRM values.

“We are not just quoting speeches—we are institutionalizing a doctrine. Our goal is to build a cadre base that not only chants slogans but lives the ideology,” he emphasized.

The Museveni Doctrine Series, DailyExpress understands, is part of Mukula’s wider ideological reorientation strategy in his CEC bid, which includes:

  1. Nationwide Civic Clinics: Structured public education campaigns to reconnect citizens with the NRM’s founding principles.
  2. Study Circles in Schools: Re-establishing NRM clubs and patriotic societies in secondary schools, universities, and vocational institutions.
  3. Model Parishes: Partnering with NEC and Operation Wealth Creation (OWC) to pilot ideologically inspired communities where party values translate into visible economic transformation.

“This generation must understand the root of our revolution. The Doctrine Series will explain Museveni’s thinking on unity, self-reliance, pan-Africanism, wealth creation, and statecraft,” Mukula said.

Bridging Ideology and Productivity

Mukula also emphasized that ideological clarity must translate into economic output, saying the Doctrine will be fused with modules on wealth creation, digital innovation, and enterprise development.

“NRM must evolve from ideological nostalgia to productivity. The Museveni Doctrine must answer today’s questions: How do we fight poverty, unemployment, and moral decay? That’s what we are doing with this rollout,” he noted.

The move by the incumbent Eastern Uganda Vice Chair has already drawn praise from NRM youth leaders and veteran mobilizers, who say the initiative comes at a time when many young cadres are detached from the party’s ideological foundation.
