Gen Damulira salutes Museveni, CDF Muhoozi for promotion, commits to defend Uganda

Newly promoted Maj Gen Christopher Damulira has pledged to intensify efforts in safeguarding Uganda’s security.

Kampala, Uganda: Maj Gen Christopher Sserunjogi Damulira, the Director of Crime Intelligence in the Uganda Police Force, has thanked President Yoweri Kaguta Museveni and the Chief of Defence Forces, Gen Muhoozi Kainerugaba, after earning a promotion from Brigadier General to Major General in the UPDF.

Damulira’s promotion, personally sanctioned by Gen Museveni in his capacity as Commander-in-Chief, comes after more than 28 years of unbroken service in Uganda’s security and intelligence community, which cements his standing as one of the country’s most formidable intelligence operatives..

In a Monday public statement following his elevation, Maj Gen Damulira extended deep gratitude to the President and the security establishment.

“I am deeply honored to express my heartfelt gratitude to His Excellency the President and Commander-in-Chief of the UPDF, and the Chief of Defence Forces/SPA-SO, for elevating me to the rank of Major General,” Damulira wrote.

“I pledge my unwavering commitment to protecting and defending Uganda, ensuring peace and security for generations to come.”

Damulira commended the collaborative support from all security agencies, including the Uganda Prisons Service, the Uganda Police, and the wider Intelligence Community. “I extend my appreciation to the leadership of the Uganda Police Force, Uganda Prisons Service, and Intelligence Services for their invaluable support and coordination,” he stated.

“I salute all Ugandans, across public and private sectors, including the ghetto youth and security stakeholders, for their contributions to maintaining peace and security. May God bless Uganda and all its people.”

From Officer Cadet to Major General

Damulira’s security journey began in 1995, when he joined the UPDF as an Officer Cadet at the School of Infantry in Jinja, a prestigious training ground for Uganda’s elite military officers. His early years were spent undergoing rigorous training in military intelligence, discipline, and national service.

He steadily climbed the ranks, later being assigned to various sensitive roles within Uganda’s military and intelligence circles.

Known for his discretion, sharp analytical mind, and operational discipline, Damulira would eventually be redeployed into the Uganda Police Force—first as an intelligence liaison, then later as Director of the Crime Intelligence Directorate in 2019, during a time of heightened urban insecurity.

His appointment coincided with a strategic shake-up of Uganda’s internal security command. His leadership quickly proved effective, earning him praise for his role in dismantling Allied Democratic Forces (ADF) sleeper cells, thwarting terror plots, and leading crackdowns on organized urban crime.

Under his command, Crime Intelligence played a pivotal role in investigating the 2021 attempted assassination of Gen Edward Katumba Wamala and in cracking the 2017 murder of AIGP Andrew Felix Kaweesi, among other high-profile operations.

In October 2023, during Uganda’s 61st Independence Day celebrations, Damulira was decorated with the Exemplary Order of Service Medal (Class II), one of the highest honors in the Uganda Police Force.

A Trusted Presidential Hand

Over the years, Damulira has grown into one of President Museveni’s most trusted intelligence officers, often assigned tasks of national significance and security consequence. His promotion to Major General signifies more than military recognition; it is a signal of trust, continuity, and a reshuffling of security command to keep Uganda ahead of emerging threats.
