The Ndyakira Promise: Inside Kinawolovu’s 5-Point 2026 Manifesto for Bushenyi-Ishaka Municipality

Bushenyi-Ishaka, Uganda: The Bushenyi-Ishaka aspiring Member of Parliament, Counsel Ndyakira Nicholas Muhereza, popularly known as Kinawolovu, Tuesday officially launched a campaign that will take him to the 12th parliament with a people-centered manifesto aimed at transforming livelihoods in the municipality and restoring public trust in political leadership.

Fresh from successful nominations in Kampala, the prominent lawyer and NRM grassroots mobilizer was June 24, welcomed by an electrified crowd of supporters at Ruharo Primary School grounds, an event that marked the beginning of a “bold and accountable journey to reclaim the promise of Bushenyi-Ishaka.”

Speaking to his supporters, Ndyakira promised to reintroduce a results-based leadership culture that focuses on measurable impact, especially in sectors that directly touch the lives of ordinary people: youth, women, smallholder farmers, and health-seeking residents.

“This campaign is not just about elections, it’s about redefining leadership. Bushenyi-Ishaka deserves a representative who lives among the people, understands their pain, and delivers tangible results,” the Kinawolovu vibe setter said, triggering the audience in electrifying applause.

Ndyakira’s manifesto, as seen by DailyExpress, is structured on five key transformation pillars, which he believes will set a new precedent for political accountability and inclusive development in the municipality.

1. Youth Empowerment through Skilling Hubs:
Ndyakira told the residents that in his first term as the area MP, a state-of-the-art youth skilling center shall be established within the municipality to equip young people with vocational skills in ICT, carpentry, tailoring, and entrepreneurship. This, according to him, will tackle unemployment and reduce crime among idle youth.

2. Women-Led Household Income Projects:
Each household, especially those led by women, will benefit from Ndyakira poultry projects focused on egg production, coupled with the distribution of coffee seedlings to every family with available farmland.

These micro-agricultural interventions, he says, are designed to create stable daily incomes and revive Bushenyi’s heritage as a coffee hub.

3. Reviving Road Infrastructure:
Ndyakira pledged to lobby for urgent rehabilitation of the Ishaka–Mbarara Road, a vital economic lifeline that has been neglected for years, affecting transport, trade, and healthcare access.

4. Revamping Health Services:
The lawyer vowed to ensure that Bushenyi-Ishaka hospitals are stocked with essential medicines and staffed adequately. He will institute a local watchdog committee to monitor drug delivery timelines, absenteeism, and misuse of public health resources.

5. Enhanced Access to Government Programs:
Through robust oversight, Ndyakira promised to push for increased and more accountable Parish Development Model (PDM) and Emyooga disbursements. His focus will be on ensuring equitable access and eliminating political gatekeeping in community SACCOs.

Ndyakira’s entry into the 2026 race introduces a compelling alternative to entrenched political actors in Bushenyi-Ishaka. Unlike traditional candidates who often rely on patronage and political loyalty, Kinawolovu is positioning himself as a technocrat with legal and governance expertise, grounded in grassroots realities.

“We are tired of political theatre. We want someone who understands law, governance, budgeting, and above all, the lived experiences of mothers at the market, youth on the street, and our farmers in the fields,” said one supporter from Rubaro Parish.

His campaign has been particularly resonant with first-time voters and urban dwellers who feel disconnected from what they describe as “old school politics of entitlement.”

Ndyakira concluded the event by calling on the electorate to reject empty slogans and demand clear policy agendas from all aspiring leaders ahead of 2026.

The Bushenyi-Ishaka MP seat is shaping into one of the most watched contests in western Uganda as political momentum builds toward July NRM primaries.
