Jinja City, Uganda: The Uganda Police Force has deployed Superintendent of Police (SP) David Kamugira as the new District Police Commander (DPC) for Jinja Central Police Station, replacing SP Innocent Mubangizi, who has been transferred to Katwe in the same capacity.
The handover ceremony, held Thursday, June 26, was presided over by the Regional Police Commander for Kiira Region, Senior Superintendent of Police (SSP) Charles Nsaba, who described Mubangizi as “a thorough officer with high command responsibility and accountability” and carried out his duties with professionalism and respect for human rights.
Richard Gulume, the Resident City Commissioner (RCC) for Jinja, commended SP Mubangizi for his relentless efforts in combating organized crime, including the bijambiya attacks, motorcycle robberies, murders, and gender-based violence.
He also hailed Mubangizi’s role in successfully policing President Yoweri Museveni’s recent Parish Development Model performance assessment tour and the grassroots NRM elections.
In his farewell remarks, SP Mubangizi expressed gratitude to the RPC, RCC, and all security agencies and stakeholders for the collaboration that enabled a peaceful and secure environment in Jinja.
“Busoga has the greatest asset of people who cooperate with security officials in fighting crime and hospitable communities,” Mubangizi said, encouraging his successor to build on the strong foundation.
The incoming DPC, SP Kamugira, thanked his predecessor for maintaining stability in Jinja City and pledged “total commitment to the service of the people of Busoga sub-region.”
The ceremony was attended by representatives of joint security agencies and local leaders, who welcomed SP Kamugira to his new post.
RPC Nsaba urged both officers to manage political competition with sensitivity and respect towards all stakeholders and the public, especially during electoral processes.
