Lawyer Paul Mukiibi is set to Train Senior Prisons Officers on Penal Code, Evidence

Kampala, Uganda: The Uganda Prisons Service has invited prominent legal expert Mr Paul Mukiibi to deliver a special lecture to senior prison officers as part of the ongoing Intermediate Command and Staff Course at the Prisons Academy and Training School in Luzira.

According to an official invitation letter dated July 2, 2025, seen by this publication, Mr. Mukiibi of Mukiibi & Kyeyune Advocates will facilitate the session scheduled for today, Monday, July 7, 2025, covering critical aspects of the Penal Code Act (Cap 128) and an overview of the Law of Evidence, with full focus on salient issues relevant to leaders in uniformed services.

“The aim of this course is to develop command, planning, supervisory, and research competencies of the participant officers,” said ACP Mary Centinary, the Acting Commandant of the Prisons Academy and Training School, in the formal communication to the city lawyer.

The training, now in its fourth intake, has brought together 58 senior officers ranging from the rank of Senior Superintendent of Prisons to Assistant Superintendent of Prisons drawn from various departments and units across the Uganda Prisons Service.

During the 2 pm to 5 pm session, Mr. Mukiibi is expected to share practical insights drawn from his extensive experience as a practicing advocate and legal consultant.

Who is Paul Mukiibi?

Paul Mukiibi is a prominent Ugandan senior advocate and legal scholar with over 15 years of experience in litigation, legal education, and policy reform. He serves as Managing Partner at Mukiibi & Kyeyune Advocates in Kampala and has previously held senior roles in other notable law firms.

Mukiibi holds multiple advanced qualifications, including an LL.B. and LL.M. from Makerere University, an MBA from Uganda Management Institute, and a Master’s degree in International Trade, Policy & Law from Uganda Martyrs University. He is also a certified legal practitioner with a Diploma in Legal Practice from the Law Development Centre.

Beyond private legal practice, Mukiibi has taught law at institutions such as Uganda Christian University, Kyambogo University, the Law Development Centre, and the Islamic University in Uganda. His academic work focuses on areas including evidence law, judicial reforms, and anti-corruption strategies, and he has published extensively in international journals.

Mukiibi is regularly engaged as a legal trainer and public commentator, and is recognized for advocating transparency in Uganda’s justice system, and the invitation to lecture senior prison officers highlights efforts by the Uganda Prisons Service to enhance the professional development of its command staff, particularly in legal and operational frameworks central to their mandate.
